About the Position

- Qualification: Post-graduate degree/ diploma in economics, commerce, business management with specialization in marketing, financial management or enterprise or procurement operations.
- Experience: minimum 10 years of experience in working with livelihood, enterprise development and convergence space and having led a TSU team for at least 3 years at NRLM/SRLM with international project support including being in reporting, financial management role with proven expertise in TSU leadership. The candidate has to be thorough in budget, planning, grants reporting, dashboard and MIS.
- Skill and Competencies:
- Excellent knowledge & skills to work on MS office.
- Knowledge and experience with gender approaches.
- Knowledge of principles of negotiation, research & market analysis techniques.
- Good analytical and problem-solving skills.
- Demonstrated ability to provide leadership in a highly motivated team.
- Excellent oral and written English skills.
- Sophisticated digital literacy including word processing, database systems, and PowerPoint.
- Strong command of excel and budget management is a plus.

About the Role
The Team Lead- National Resource Cell (NRC) based at New Delhi would be leading the initiative of DAY NRLM and PCI to work with concerned Ministries and Departments at national and state level with support of a team at the national level and targeted states. Key task would be to identify opportunities for expanding WLE products and services in public procurement and open markets. Guided by DAY NRLM, in collaboration with SRLM/s and PCI India WEE core strategy, she/ he is expected to develop project strategies, action plans, evaluation tools, budgeting and overall project implementation. She/he is expected to handhold the team based at different SRLMS and coordinate with SRLM team/s to identify the space for public procurement and WLE growth in their respective geographies. Key function involves working with Day-NRLM and SRLMs, besides diverse departments and agencies like ONDC, GeM, etc. to build capacity and ensure successful products and services development, standardization and access to public procurement. The role also involves discussions, support and assistance to states to build budgets for public procurement & WLE support in Annual Action Plan (AAP) and facilitate SRLMs to seek convergence with state departments to promote public procurement pathway for WLEs in identified product and services segment. S/he will represent the organization and coordinate with NRLM and other responsible point persons in different SRLMs, and with other key business organizations, stakeholders and agencies as per the requirement, under the close supervision of Director Livelihoods. She/ he will work effectively with market intelligence and business processing with overall support and guidance of Director Livelihoods to effectively interact and gather information/input from different public procurement and market space of WLEs and similar programs/ initiatives under NRLM/ SRLM.
Key Responsibilities
- Support in Project Operations & Management
- Create and led the National Resource Cell and state teams.
- Facilitate SRLMs to map public procurement opportunities accessible to WLEs in the states.
- Instruct and guide team for desk review and mapping business enterprise scoping.
- Led NRC functioning with coordination and reporting to DAY NRLM.
- Ensure timely and required reports, MIS and documentation to DAY NRLM, donor and PCI.
- Form expert team of consultants and resource persons at state and national level for supporting capacity building of SRLM enterprise teams and the selected WLEs.
- Support the selection of external experts, by drafting the scope of work of all such experts to be hired.
- S/he will be responsible for day-to-day coordination across different verticals of PCI for ensuring smooth implementation of the project.
- Supporting Project team positioned at different SRLMs
- Support team members at national and key states in planning & executing project activities at different SRLMs.
- S/he will be responsible for directing and supporting the team and SRLMs in nationwide & respective statewide GeM registration and guide services that SRLM promoted WLEs can provide and have potential provide to various buyers (ministries, departments, autonomous organizations of government, PSUs etc.).
- Support the team to submit the progress reports and attend meetings and discussions with the donor representatives at different states as & when required.
- Be updated with all project activities at different states by having a regular connect with them, to serve as a stopgap, if required.
- Identify any shortcomings, and report to program lead to ensure uninterrupted project implementation.
- S/he is expected to support the team in developing instructional playbooks on PP and undertake risk assessments of existing WLEs for generating evidence of best practice.
- Support in project monitoring, timely reporting of the projects of different geographies.
- Assist the project teams in efficient budgeting of the project expenditures.
- Support in preparation of any strategic documents pertaining to any project geography as requested by donor, client or any other stakeholder.
- Support in reporting & documentation
- Lead and support in developing documents and dissemination strategy for ensuring strategic positioning of the project at national and state level.
- Contribute to designing the WLE and PP strategy at the state levels and in sync with the
incubator program. - Support in finalizing any captured learnings, project activities and best practices for dissemination at different online & offline platforms for upkeeping projects visibility.
- Work closely with WEE and PCI team members for expanding portfolio of women led livelihood
projects produce knowledge and learning products for knowledge sharing, aiming to communicate with government, donor, partners, development agencies and civil society. - Preparing meeting notes, draft articles, speeches, briefings, presentations, reports, documents and collated information as and when required.
- Support in Stakeholder and Partnership Management
- Support Senior Director WEE and Director Livelihoods to maintain excellent relationships and
association primarily through and facilitated by the governmental and non-governmental
organizations and ensuring that the technical support provided by PCI & WEE team is valued by them and potential of PCI & WEE team is fully exploited in improving their work. - Support program lead in partnerships management by required report & meeting preparations.
- Engage in liaising with project stakeholders at different project locations. E. Donor management and compliance.
- Submit the progress reports to and attend briefing meetings and discussions with the donor.
- Support in quality and timely completion of final deliverables.
- Assist the donor-facing presentation, data rich reporting, presentations, knowledge products and high-level dissemination of all final products.
