I. BACKGROUND / INTRODUCTION

About the Project

Lymphatic Filariasis (LF) is a neglected tropical disease with a proven elimination strategy through Mass Drug Administration (MDA). In India, LF is endemic in 328 districts across 20 states/UTs. However, elimination efforts face challenges due to limited focus on demand generation and community engagement.

PCI India, with support from GSK, is implementing a system-strengthening initiative in Chhattisgarh to accelerate LF elimination. The project focuses on integrating Community Health Officers (CHOs), Rural Health Officers (RHOs), and Ayushman Arogya Mandirs (AAMs) into LF elimination activities, including:

  • Mass Drug Administration (MDA)
  • Directly Observed Consumption (DOC)
  • Refusal conversion
  • Community mobilization
  • Morbidity Management and Disability Prevention (MMDP)

II. OBJECTIVE OF THE ASSIGNMENT

To build the capacity of Medical Officers, NHM staff, CHOs, RHOs, and frontline health workers on key aspects of LF elimination, including:

  • MDA implementation
  • Refusal conversion
  • Social mobilization
  • MMDP services

The consultant will also provide field-based mentoring, supportive supervision, and data-driven insights to ensure effective implementation of learnings during MDA and routine service delivery.

III. SCOPE OF WORK

The Training Consultant will:

  • Conduct training sessions for Medical Officers, NHM staff, and CHOs on MDA planning, preparedness, supervision, and social mobilization
  • Facilitate practical sessions, role-plays, and demonstrations (drug administration, ADR management, refusal conversion, MMDP services)
  • Guide on influencer engagement, identification of low coverage/high refusal areas, microplanning, and reporting formats
  • Support integration of CHOs in MDA campaigns and MMDP services
  • Develop CHO-level plans to improve last-mile MDA compliance
  • Submit training reports covering achievements, challenges, gaps, and recommendations
  • Support post-training follow-up and mentoring
  • Analyse pre- and post-test data for planning improvements
  • Undertake additional project-related tasks as assigned

IV. QUALIFICATION & REQUIREMENTS

  • Master’s degree in Public Health, Social Work, or a related field
  • Must own a motorbike with a valid driving license (extensive field travel required)

V. EXPERIENCE REQUIRED

  • Minimum 5 years of experience in public health training or program implementation
  • Experience in NTDs, MDA campaigns, or community health programs preferred
  • Proven experience in conducting ToTs and field-level capacity building
  • Strong communication, facilitation, and documentation skills
  • Experience working with government stakeholders
  • Good computer proficiency (MS Word, Excel, PowerPoint)
  • Strong report writing skills
  • Must have personal laptop/desktop for reporting
  • Proficiency in Hindi and local language
  • Willingness to travel extensively
