About the Project:
Through this project, PCI proposes to focus on developing and demonstrating critical metrics in the designated districts of Sheikhpura, Katihar, Khagaria and Patna urban PHCs, which can become models of FP and MH, which, in turn, can be showcased, replicated, and scaled up in other geographies in the future. This project seeks to optimise the use of a range of Government schemes, provisions and facility-level care around maternal health and family planning services by women and their families needing appropriate care by systematically working with Government health systems, Centres of excellence and development partner forums.
The project will focus on the following objectives:
• Strengthen quality maternal health and family planning service delivery in identified priority districts of Katihar, Khagaria, Sheikhpura and the Urban PHCs of Patna, making them exemplars for learning and replication.
• Build institutional arrangements and effective mechanisms, comprising monitoring, mentoring, and putting data to work to improve the effectiveness and quality of the maternal health and family planning programme in the targeted areas.
• Engage community-based organisations to co-design and drive communication campaigns around SRHR and Maternal Health.
• Capture the key learning and manage knowledge related to the entire quality improvement process. Enable identified facilities to reach the gold standard of quality care around Family planning and maternal health and achieve due certification for their quality.
Objectives
• Preparation of Step wise Action Plan for formation of Centre of Excellence (CoE) of Maternal health and Family planning services as per government of India’s guidelines in identified institution Nalanda Medical College and Hospital (NMCH) in Patna, Bihar.
Scope of Work
• Preparation of Step wise Action Plan for formation of CoE: Consultant will prepare an action plan document for establishing and strengthening CoE in the identified facility, in line with the existing government of India’s guidelines.
• This will be developed keeping in mind the initial facility assessment inputs that will be shared with the consultant as well as the basic concept note, and checklist developed for establishment of Center of Excellence.
Timeline:
• The time period of consultancy will be of 10 working days across a time period of 30 days from start of consultancy period.
• These working days will be inclusive of preparation of initial draft of the document, sharing for feedback with PCI team and submission of final document after including relevant changes.
Qualifications and Competencies:
• MBBS degree with specialization in gynecology or pediatrics or equivalent qualification.
• Fluent in Hindi and English (written and spoken).
• At least 10 years of experience working with a medical college and association with health department in any capacity and possess good technical understanding and experience.
• Excellent documentation skills and prior experience of developing similar document is highly desirable.
• Possess significant experience in working with government departments and policy designing.
