About the Role
The State Maternal Health Consultant will provide technical and operational support to the Maternal Health Cell of the State Health Society to strengthen the implementation of flagship maternal health and Quality programs focusing on quality assurance, certification, and maternal health system strengthening at state level and UNFPA-supported districts.
About the Project
Since June 2023, the Uttkrisht Parivar Niyojan, Adhikar Sanrakshan aevam Matritwa Swasthya Abhiyan (UPAMA) Project, supported by UNFPA and implemented by PCI India, has been working to develop, demonstrate, and institutionalize evidence-based models across the thematic areas of Family Planning (FP), Maternal Health (MH), Adolescent Health (AH), and Gender. The project is being implemented in the designated districts of Sheikhpura, Katihar, Khagaria, and the Urban Primary Health Centres (UPHCs) of Patna with the objective of establishing replicable and scalable models that can inform programme expansion across other geographies in Bihar and beyond.
The project is implemented in close collaboration with the State Health Society, Bihar; the Education Department; the Women and Child Development Corporation (WCDC); and the Panchayati Raj Department to strengthen convergence and enhance programme effectiveness. Under the Maternal Health component, the project provides focused technical support for the implementation and strengthening of key national initiatives, including the Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), Maternal Death Surveillance and Response (MDSR), LaQshya, and SUMAN programmes.
The overarching objective of the UPAMA Project is to strengthen government systems and institutions to deliver comprehensive Sexual and Reproductive Health (SRH) services while addressing Gender-Based Violence (GBV) and harmful practices against women and girls through the effective implementation of policies, programmes, and legal frameworks.
Key Responsibilities
- Provide Technical Assistance to Maternal Health Cell SHSB:– Serve as a subject matter expert in quality maternal health services and offer evidence-based recommendations for effective implementation of PMSMA, MPCDSR, Quality and SUMAN initiatives.
- Strengthen Implementation of MH Programs: Provide technical inputs for effective implementation of Maternal Death review(MDR) and Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), with emphasis on identification and tracking of high-risk pregnancies.
- Support Maternal Health Trainings and Follow-up:– Coordinate and technically support key maternal health training programs along with post-training follow-up and supportive supervision.
- Data Analysis and Program Review:– Analyze service delivery data from HMIS, e-PMSMA and other platforms to identify trends, gaps, and opportunities for improvement in maternal health programming.
Key Deliverables
- Situational Analysis Reports: – Comprehensive reports outlining maternal health service availability, infrastructure readiness and systemic gaps at facility and district levels.
- Field Visit Reports: – Structured reports capturing observations from planned monitoring visits, facility performance, and status of follow-up actions on identified gaps.
- Improved SRH Services in Focus Facilities: – Documentation of service coverage, data analysis and facility-level improvements in UNFPA-supported districts for improvement in SRH services.
- Quarterly Programmatic Reports: – Consolidated reports submitted to SHSB and UNFPA-PCI summarizing activities, progress, challenges, and next steps for maternal health initiatives.
