About the Project:
The project aims to strengthen early detection and timely screening of common cancers—oral, breast, and cervical—within the Ayushman Bharat–Arogya Mandir (AB-AAM) framework across four districts of Delhi: Shahdara, Northeast Delhi, New Delhi, and Northwest Delhi. The initiative focuses on underserved populations, including women aged 30+, tobacco users, and residents of peri-urban and resettlement colonies.
The program is structured around four core objectives:
- Health Workforce Capacity Building – Training ASHAs, ANMs, Staff Nurses, and Medical Officers on standardized risk assessment, evidence-based screening protocols, and referral pathways.
- Community Awareness and Cancer Literacy – Rolling out SBCC campaigns to address modifiable risk factors, early warning signs, and promote timely screening, using platforms like VHSNDs, MAS meetings, and other community forums.
- Accessible and Protocol-based Screening Services – Embedding oral, breast, and cervical cancer screening into routine services at Ayushman Arogya Mandirs, complemented by outreach health camps to extend access to underserved populations.
- Digital Tracking and Referral Coordination – Using mobile-based tools to ensure real-time registration, screening, referral tracking, and follow-up for timely diagnostic and treatment linkages.
By aligning with national screening guidelines and embedding cancer detection into the primary healthcare system, the program seeks to improve early detection rates, reduce diagnostic delays, and enhance long-term cancer outcomes for vulnerable communities in Delhi-NCR.
Experience Required:
- Master’s degree in public health, Health Management Social Work, Rural Development, or related field.
- Minimum 3–5 years of field-level program management experience, preferably in community health, NCDs, or cancer screening.
- Strong understanding of the public health system, NHM programs, and urban health challenges.
- Experience in community mobilization, capacity building, and working with frontline health workers.
- Proficiency in digital tools for monitoring and reporting (KOBO, ODK, or equivalent).
- Excellent communication skills in Hindi and English; local knowledge of Delhi preferred.
- Ability to travel frequently within the assigned district.

About the Role (Including Team and Reporting):
The District Program Coordinator (DPC) will be responsible for day-to-day planning, coordination, and implementation of the project in one assigned district and will report to project lead. The role includes close engagement with community platforms, Ayushman Arogya Mandirs (AAMs), frontline health workers, and district health officials to strengthen awareness, screening, referral, and digital monitoring systems for oral, breast, and cervical cancers. The DPC will ensure smooth field-level execution, high-quality service delivery, and timely reporting.
Key Responsibilities
- Program Implementation and Coordination
- Lead district-level planning, implementation, and monitoring of project activities.
- Supervise and coordinate awareness sessions at VHSNDs, MAS meetings, and other community platforms.
- Support organization of screening services at AAMs, UPHCs, MCD dispensaries, and outreach camps.
- Ensure availability of consumables, IEC/SBCC materials, and digital tools at facilities and community platforms.
- Community Mobilization and Awareness
- Engage ASHAs, ANMs, MAS members, and other community actors for household visits and small group meetings.
- Coordinate at least 12–15 awareness sessions per district, ensuring focus on women 30+, tobacco users, and underserved groups.
- Address stigma, myths, and misconceptions through participatory and culturally relevant approaches.
- Screening, Referral, and Care Navigation
- Ensure smooth implementation of screening protocols (CBE, VIA, oral cavity exams).
- Facilitate referral of screen-positive cases to higher facilities and track completion of referrals.
- Work with referral facilitators and health staff to ensure 80–90% referral completion.
- Maintain linkages with Fortis Healthcare facilities and government cancer units.
- Capacity Building and Supervision
- Coordinate with trainers to organize workforce training (ASHAs, ANMs, Staff Nurses, MOs) in assigned district.
- Provide supportive supervision and mentoring to trained health workers.
- Monitor adherence to GoI screening protocols and quality of service delivery.
- Monitoring, Reporting, and Documentation
- Oversee use of digital tools (KOBO or equivalent) for registration, screening, referrals, and follow-ups.
- Ensure 100% beneficiary data entry and real-time dashboard updates.
- Compile and submit timely monthly progress reports, success stories, and case studies.
- Support district-level review meetings, audits, and dissemination workshops.
- Stakeholder Engagement and Partnership
- Build and maintain strong relationships with district CMOs, NHM officials, MCD staff, and community leaders.
- Facilitate joint supervisory visits with government partners.
- Represent the project in district-level forums and coordination meetings.
