  • About the ProjectThe National Center for Vector Borne Diseases Control (NCVBDC) is the program for prevention & control of these vector borne diseases as an integral part of the National Health Mission (NHM) of India. The NCVBDC envisages a self-sustained and well informed, healthy India free from vector borne diseases with equitable access to quality health care services nearest to their residences.Under the Intensified Malaria Elimination Project – Phase III (IMEP-3) Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) project NCVBDC has partnered with PCI India as the NGO SR for supporting National Program Management Unit (NPMU) and IEC/BCC and SBCC activities. (i) The NPMU will be a team of technical experts in the areas of malaria control, training and capacity building, monitoring and evaluation, enhanced monitoring and smooth implementation of IHIP, SBCC, and information and technology, and finance, (ii) Strengthening of IEC/BCC /SBCC activities. IEC/ SBCC campaign would play a vital role for community awareness, involvement & participation. The NGO SR will develop need-based State strategies & plans, with local innovations to reach all relevant groups through most appropriate channels, materials and tailored activities to address local needs in line with the local culture. Newer technology will be tapped into with extensive multimedia approach with specific messaging and interventions to reach out to target populations, including virtual platforms, to achieve malaria elimination and sustain thereafter. Innovative interventions, besides advocacy with all concerned stakeholders, would include developing mass campaigns to address different aspects of malaria prevention, control and elimination.

Purpose: To support NCVBDC for effective implementation of GFATM supported Intensified Malaria Elimination Project (IMEP-3) in various States at different levels (National/State/District/Sub-district). The position, based at NCVBDC, would play a critical role in evidence-based decision making at various levels to bring efficiency and effectiveness in the Programme and in bridging the gaps between planning and implementation of effective and efficient IEC / BCC strategies in all States/UTs to facilitate and sustain malaria elimination in the country.

Skills

  • Proficiency in MS Office, application testing, basic knowledge of mobile technologies, ICT in health, data analysis, data mining and reports.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.
  • Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English. Working knowledge of Hindi is also desirable.
  • Demonstrated ability to work in a multi-disciplinary team environment.
  • Willingness to travel to States / UTs and districts to provide technical assistance and ability to work on different assignments simultaneously to meet the timelines for assignments.
  • Preference would be given to the candidate having experience of working with Centre / State / UT health department.

About the Role

  • Understand the functional and technical requirements from the departments (Centre, State / UT and other involved stakeholders) for implementation of programme and preparation of quality and standard concept document, design documents, process flow document, implementation frame-work, guidelines, protocol and user manuals towards the requirements.
  • Liaison with senior officers of the Government/Ministry to operationalize and integrate the analytical framework with existing IHIP-malaria, HMIS
  • Development of tools for integration and validation of IHIP-malaria, HMIS data systems and other standard sources, including IT platforms necessary for its operationalization.
  • Do troubleshooting, testing of application, identify grey areas and provide expert support for improvisation of existing system.
  • Provide implementation support and guidance to States / UTs and help in capacity building / training in all TORs related to IT.
  • Periodic follow up with States/ UTs and other involved stakeholders on implementation coverage and gap, preparing brief on bottlenecks/challenges, assist in preparation of technical training module and development of resource material.
  • Review and redesign the web-based program and user guidelines, procedures and tools with a view to integrating the monitoring and evaluation framework, taking into account good practices of other stakeholders.
  • Undertake field visits whenever required.

Nature of appointment:

The appointment will be on contract basis initially for one year and thereafter extendable annually (or specified period) on the basis of performance appraisal (to be assessed for work output, personal attributes, functional competency etc.)

Reporting:

Reporting will be to Nodal Officer, GFATM under the overall supervision of Director, NCVBDC

Age: Upper age limit is 40 years and ready to travel extensively.

 Rescission: Either party can terminate the contract by giving one month’s notice in writing

राष्ट्रीय वेक्टर जनित रोग नियंत्रण केंद्र (NCVBDC), जो स्वास्थ्य सेवा महानिदेशालय (Dte.GHS), स्वास्थ्य एवं परिवार कल्याण मंत्रालय (MoHFW), भारत सरकार (GoI) के अंतर्गत कार्य करता है, एक समेकित कार्यक्रम राष्ट्रीय वेक्टर जनित रोग नियंत्रण कार्यक्रम (NVBDCP) का संचालन करता है। इस कार्यक्रम का उद्देश्य वेक्टर जनित रोगों जैसे – मलेरिया, जापानी इंसेफेलाइटिस, डेंगू, चिकनगुनिया, कालाजार और लिम्फेटिक फाइलेरियासिस – की रोकथाम और नियंत्रण है। इनमें से तीन रोग (मलेरिया, लिम्फेटिक फाइलेरियासिस और कालाजार) को उन्मूलन के लक्ष्य के रूप में निर्धारित किया गया है।

ग्लोबल फंड टू फाइट एड्स, ट्यूबरकुलोसिस और मलेरिया (GFATM) के अनुदान चक्र 7 (2024-27) के अंतर्गत समर्थित ‘तीव्रित मलेरिया उन्मूलन परियोजना-3 (IMEP-3) के तहत राष्ट्रीय स्तर पर गैर-सरकारी संगठन-एसआर का चयन एचआर (HR) और एसबीसीसी (SBCC) गतिविधियों के लिए बजटित गतिविधि है, जिसके लिए पीसीआई इंडिया को एनजीओ-एसआर (NGO-SR) के रूप में चयनित किया गया है।

  • (i) राष्ट्रीय परियोजना प्रबंधन इकाई (NPMU) में तकनीकी विशेषज्ञों की एक टीम होगी, जो मलेरिया नियंत्रण, प्रशिक्षण एवं क्षमता निर्माण, निगरानी और मूल्यांकन (M&E), आईएचआईपी (IHIP) के प्रभावी अनुश्रवण एवं सुचारू क्रियान्वयन, SBCC, सूचना एवं प्रौद्योगिकी, तथा वित्त के क्षेत्रों में तकनीकी सहयोग करेगी।
  • आईईसी/बीसीसी/एसबीसीसी (IEC/BCC/SBCC) गतिविधियों को सुदृढ़ करना और IEC/BCC अभियान – समुदाय में जागरूकता, सहभागिता और भागीदारी सुनिश्चित करने में महत्वपूर्ण भूमिका निभाएंगे। एनजीओ-एसआर राज्यों की स्थानीय आवश्यकताओं और नवाचारों के अनुरूप राज्य आधारित रणनीतियाँ और योजनाएँ विकसित करेगा, ताकि विभिन्न समूहों तक सबसे उपयुक्त माध्यमों, सामग्रियों और गतिविधियों के माध्यम से स्थानीय संस्कृति के अनुरूप संदेश पहुँचा सके। नवीनतम प्रौद्योगिकी का उपयोग करते हुए मल्टीमीडिया आधारित दृष्टिकोण अपनाया जाएगा ताकि लक्षित आबादी तक, जिसमें वर्चुअल प्लेटफ़ॉर्म भी शामिल हैं, मलेरिया उन्मूलन और उसकी स्थायित्व से संबंधित संदेश प्रभावी रूप से पहुँचाए जा सकें। नवाचारी हस्तक्षेपों के अलावा, सभी संबंधित हितधारकों के साथ वकालत (advocacy) और जन अभियानों (mass campaigns) का विकास भी किया जाएगा ताकि मलेरिया की रोकथाम, नियंत्रण और उन्मूलन के विभिन्न पहलुओं को संबोधित किया जा सके।

उद्देश्य:
विभिन्न राज्यों में राष्ट्रीय/राज्य/जिला/उप-जिला स्तर पर GFATM समर्थित इंटेंसिफाइड मलेरिया एलीमिनेशन प्रोजेक्ट (IMEP-3) के प्रभावी कार्यान्वयन के लिए राष्ट्रीय वेक्टर जनित रोग नियंत्रण केंद्र (NCVBDC) का समर्थन करना। यह पद, जो NCVBDC में होगा, साक्ष्य-आधारित निर्णय लेने में विभिन्न स्तरों पर महत्वपूर्ण भूमिका निभाएगा, देश के सभी राज्यों/केंद्रशासित प्रदेशों में मलेरिया उन्मूलन को सुगम बनाने एवं उसे सतत बनाए रखने के लिए प्रभावी एवं दक्ष IEC/BCC रणनीतियाँ और कार्यक्रम में कुशलता और प्रभावशीलता लाने में योगदान देगा, ताकि योजना बनाने और उसके कार्यान्वयन के बीच अंतर को कम किया जा सके।

कार्य दायित्व:

  • कार्यक्रम के कार्यान्वयन हेतु संबंधित विभागों (केन्द्र, राज्य/केंद्रशासित प्रदेश तथा अन्य हितधारक) से कार्यात्मक एवं तकनीकी आवश्यकताओं को समझना तथा गुणवत्तापूर्ण और मानक अवधारणा दस्तावेज, डिज़ाइन दस्तावेज, प्रक्रिया प्रवाह दस्तावेज, कार्यान्वयन रूपरेखा, दिशानिर्देश, प्रोटोकॉल एवं उपयोगकर्ता पुस्तिकाओं का निर्माण करना।
  • सरकार/मंत्रालय के वरिष्ठ अधिकारियों के साथ समन्वय कर विश्लेषणात्मक रूपरेखा को मौजूदा IHIP-मलेरिया, HMIS के साथ परिचालन एवं एकीकृत करना।
  • IHIP-मलेरिया, HMIS डेटा प्रणालियों तथा अन्य मानक स्रोतों के एकीकरण और सत्यापन हेतु पद्धति का विकास, तथा इसके परिचालन हेतु आवश्यक आईटी प्लेटफॉर्म का निर्माण।
  • एप्लीकेशन का समस्या निवारण, परीक्षण, अस्पष्ट क्षेत्रों की पहचान करना तथा मौजूदा प्रणाली के सुधार के लिए विशेषज्ञ सहायता प्रदान करना।
