About the Project:

This Gates Foundation supported project – Transitioning FNHW integration with SHG platform in UP and National level encompasses providing Technical Assistance on Food Nutrition, Health and WASH and transitioning of these interventions layered on community platforms keeping sustainability in mind.

Better health and nutrition amongst the SHG households has the potential to significantly impact Women’s Economic Empowerment as well. By transitioning and sustaining HN interventions the project not only promotes better health but also supports economic stability for women. Improved health and reduced out-of-pocket expenditures (OOP) can support women in making better economic and employment-related decisions, thereby enhancing their financial stability and independence. Healthier women are more likely to participate in economic activities and reduced out-of-pocket health expenses allow for more financial resources to be allocated towards income-generating opportunities.

This second phase of the project delves into providing Technical Assistance to DAY NRLMs Food, Nutrition, Health and WASH (FNHW) vertical on selected technical themes, building capacities, develop demonstration and learning sites in the states , provide MLE support for integrating FNHW data at the state and national level systems, facilitate and forge convergence between departments and ministries to ensure services and entitlements related to FNHW. Another aspect of this project is to transition the Health and Nutrition TA to established government institutions for ensuring sustainability.

The Position

The Monitoring and Learning Expert will be based at DAY-NRLM and be responsible for strengthening Monitoring mechanisms and systems for FNHW (Food, Nutrition, Health, and WASH) under DAY-NRLM. This will include integration of FNHW indicators with the existing national MLE system and looking at M&E mechanisms across interventions of this project such as learning outcomes for trainings, success indicators for innovations / learning and immersion sites in the states and success indicators for convergence at various levels.

Key Roles and Responsibilities

  1. Lead Design and Evaluation of the HN Innovation Interventions
  • Lead the design and evaluation of pilot interventions, including development of monitoring frameworks (logframes, ToC, indicators).
  • Design quantitative and qualitative tools, oversee field data collection, and analyze findings to generate insights for scale-up or course correction.
  1. Develop and Operationalize FNHW Monitoring Framework
  • Develop and operationalize a comprehensive monitoring framework for FNHW, integrated within a broader results-based framework aligned with program goals.
  • Establish robust data systems across levels, analyze data, and present insights through dashboards and analytical reports.
  1. Research and Knowledge Generation
  • Support drafting of research papers, policy briefs, and technical documents; collaborate with academic and research partners on potential joint studies.
  • Contribute to documentation and dissemination of evidence emerging from mission interventions.
  1. Dashboard Design and Real-Time Reporting
  • Lead development of user-centric dashboards for real-time data visualization aligned with leadership and field needs.
  • Present findings regularly and offer data-driven recommendations for strategic planning.
  1. Monitoring of Digital Tools and e-LMS Usage
  • Track usage of digital platforms, especially e-LMS, including engagement metrics (logins, completions, reach).
  • Generate usage reports to inform digital outreach strategies and improve capacity-building efforts.
  1. Support to SRLMs
  • Provide technical assistance to SRLMs for aligning M&E systems with national frameworks and standardizing indicators, tools, and reporting formats.
  • Lead capacity-building of field staff through training, workshops, and ongoing support for improved data use and accountability.
  1. Data Audits, Reporting, and Learning Dissemination
  • Implement data validation protocols and conduct periodic audits to ensure quality and consistency.
  • Address data gaps with partners, support timely reporting (monthly, quarterly, annual), and contribute to donor/JRM/inter-ministerial submissions.
  • Document achievements through case studies, success stories, and learning briefs; disseminate insights via workshops, webinars, and other platforms.

Required Skills and Experience:

  • 5–8 years of progressive experience in Monitoring, Learning & Evaluation roles within the development sector.
  • Proven expertise in developing MLE frameworks and integrating indicators into national systems.
  • Strong quantitative and qualitative research and analysis skills.
  • Hands-on experience with dashboarding tools and real-time data systems.
  • Prior experience supporting or working with government stakeholders and systems (preferably NRLM/SRLM, NHM, or ICDS).
  • Strong report writing and communication skills.
  • Experience in capacity building and knowledge dissemination.
  • Proficiency in digital tools, including monitoring of e-LMS and other digital training platforms.

Recruitment Process:
