About the Role
Drive financial and operational excellence while fostering a collaborative and efficient environment at the State office.
Finance:
• Responsible for statutory compliance, compliance to donor regulations, and compliance to internal policies & procedures etc
• Highlight any potential risk and work closely with Delhi Office Finance & Grants team to have mitigation plans in place.
• Manage and oversee financial systems and processes, ensuring accuracy and efficiency.
• Manage finance Team at the state office level
• Orient Program and Finance Team on critical systems and processes, donor regulations etc.
• Share monthly MIS with program team and help them in their decision making.
• Verify invoices and vouchers for accuracy, correct TDS deduction etc
• Maintain adequate liquidity for the state office expenditure
• Facilitate, guide in e-archiving of vouchers, agreements, purchase orders etc
Planning and Budgeting
• Lead on annual budgeting, forecasting, and financial analysis for State programs.
• Work closely with Program team at the state level to develop financial proposals for new business opportunities
• Ensure that state office costs (both admin costs and personnel costs) are adequately provisioned for in the budget
• Undertake partner assessment including due diligence of service providers
Grants and contracts management
• Track budgets, monitor spending at regular intervals, analyze data and provide insights to the program team
• Review contracts with Vendors, Service providers and highlight risk, if any
• Keep a tracker of deliverables due from Service providers and assist program team in ensuring timely submission of these deliverables
• Donor reporting: Prepare the donor financial reports, ensure that the data in the report is reconciled with the ERP / books of account, share the same with Delhi Grants Team for their review
• Review expenditures and ensure expenses are charged to correct project / grant
Audit
• Provide necessary support to Delhi Finance & Grants Team during audits (Statutory audits, internal audits, and donor commission audits)
• Provide support during donor due diligence
• Assist the Delhi Team in drafting management comments to audit findings
Operations:
• Streamline operations, ensure efficient service delivery, and support fundraising efforts.
• Ensure compliance organisation’s operational regulations and policies
• Lead procurement, logistics, and partner grant administration.
• Undertake vendor assessment including due diligence of service providers
• Oversee vendor relations, contract processing, and grant funding.
• Support the Delhi Operations team in carrying out physical verification of assets at the State level, report discrepancy, if any
• Optimize workflows, enhance efficiency, and provide operational support.
• Manage administrative staff, training, and capacity building.
• Foster a problem-solving, service-oriented culture across all stakeholders.
• Represent the organization professionally and build strong stakeholder relationships.

About the Project
The JEEViKA Technical Support Program (JTSP) is a flagship program of Project Concern International (PCI) in Bihar, funded by the Bill and Melinda Gates Foundation. In its earlier phase between 2015 to 2021, JTSP has successfully supported in the demonstration, layering and integration of health and nutrition, into the operational framework of JEEViKA (the Bihar Rural Livelihoods Society). JTSP has supported JEEViKA to deliver a range of reproductive, maternal, newborn and child health and nutrition outcomes, through an at scale social behaviour change package and has enabled JEEViKA’s transformation into a model State Rural Livelihoods Mission, which embraces Health and Nutrition into its overall mandate. The current phase of this work, called JTSP II, seeks to transition skills and capabilities to JEEViKA to drive HN strategies at scale through its systems and network of community-based organizations.
