Experience required:
1. Minimum 4-5 years working experience in accounts and finance function.
2. 5 years of relevant experience in handling operations, procurement, logistics and administration.
3. Excellent knowledge of FCRA, Income tax and other applicable laws.
4. Working knowledge of legal requirements as per Indian law.
5. Excellent analytical, verbal, and written communications skills.
6. Strong sense of professional commitment and maturity.
7. Attention to details and ability to multi-task.

About the role:
The Finance and logistics consultant will look after Finance and Logistics related requirements of the project as per the annual workplan. He/She will work closely with Program Manager UPAMA regarding program related activities.
Key Roles and Responsibilities:
Key Responsibilities- Finance:
1.Preparation of periodic financial statements/reports and their analysis.
2. Review of Procurement Documentation – POs/WOs etc.
3. Preparation of RFPs for big procurement and Preparation of Contract and Task Orders & their documentation.
4. Assistance in new budget development and/or on budget preparation.
5. Monitor projections, Project burn rate and necessary documentation related to budgets/approvals.
6. Help in monitor program activities with line-item wise funds utilization / allocation.
7. Work with HR team and maintain accurate personal cost allocation as per allocated budget.
8. Maintain and update organization F&A policies and circulate as and when required.
9. Orient new staff, resolving field staff queries on policies as and when arises and attend field meetings if required.
10. Work with Program team on sub-award budget and fulfilling documentation required.
11. Support during statutory/internal/donor audits by providing required documents (Hard copies and soft copies both).
12. Review vouchers and ensure complete documentation.
13. Backstop Finance Officer in supervising accountants as and when required.
14. Backstop Finance Officer in review and clear finance vouchers & ensure complete documentation.
15. Assist Delhi Office Finance team during audits and ensure to provide documents asked for.
16. Any other task assigned by the supervisor as per project requirements.
Key Responsibilities- Logistics:
1. To initiate due diligence process along with the finance team and verify or Approve Purchase Request Forms.
2. To do market survey and get quotations.
3. To facilitate purchase of stationery, Printing, office equipment’s, furniture and other items for office use and verify the specification of items received.
4. Ensure compliance in procurement process.
5. To conduct timely physical verification of stock/office inventory and ensure quality maintenance of the stock/physical assets.
6. Negotiating with parties/ vendors for better quotes.
7. Management of Program Logistics at office and field level.
8. Ensure that all the logistic arrangements related to Trainings / Workshops / Conference / Meetings within office or outside happens smoothly.
9. Vehicle Management and Ensure timely payment to vendors.
10. Verify logbooks and Facilitate audits and physical verification.
11. Ensure compliance to organizational and donor requirements on procurement.
12. Any other task assigned by the supervisor as per project requirements.

About the Project
Through this project, PCI proposes to focus on developing and demonstrating critical metrics in the designated districts of Sheikhpura, Katihar, Khagaria and Patna urban PHCs, which can become models of FP and MH, which, in turn, can be showcased, replicated, and scaled up in other geographies in the future.This project seeks to optimise the use of a range of Government schemes, provisions and facility-level care around maternal health and family planning services by women and their families needing appropriate care by systematically working with Government health systems, Centres of excellence and development partner forums.
The project objectives are as follows:
i. Strengthen quality maternal health and family planning service delivery in identified priority districts of Katihar, Khagaria, Sheikhpura and the Urban PHCs of Patna, making them exemplars for learning and replication.
ii. Build institutional arrangements and effective mechanisms, comprising monitoring, mentoring, and putting data to work to improve the effectiveness and quality of the maternal health and family planning programme in the targeted areas.
iii. Engage community-based organizations to co-design and drive communication campaigns around SRHR and Maternal Health.
iv. Capture the key learning and manage knowledge related to the entire quality improvement process.
v. Enable identified facilities to reach the gold standard of quality care around Family planning and maternal health and achieve due certification for their quality.
