About the project:

Odisha Livelihoods Mission (OLM) is the state government’s society for promotion of rural livelihoods. The OLM organizes women into Self Help Groups (SHGs) at village level and forms their federations at village and Gram Panchayat (GP) level. The Mission has a number of officers at its State Mission Monitoring Units (SMMU), District Mission Monitoring Units (DMMU) and Block Mission Monitoring Units (BMMU) who monitor and review the working of SHGs and their federations, build their capacities, and prepare and submit progress reports to the senior officials.

As part of this intervention, PCI aims to (1) build the understanding of SHG women about gender issues through what is called Gender Self Learning Program, (2) support the women who are survivors of domestic violence (DV) and/or intimate partner violence (IPV), (3) increase women’s awareness about their rights and social entitlements and (4) strengthen the community-based institutions of women at village and GP level, so that these can form a support system for women in distress.

The Gender Transformative Model (GTM) was envisioned to support the implementation of Gender Operational Strategy (GOS) of the Odisha Livelihood Mission (OLM) to integrate gender within the rural livelihood framework of the OLM. Since 2019, Project Concern International India (PCI), with support from Bill and Melinda Gates Foundation (BMGF), has been supporting the OLM in 1130 Gram Panchayats (GPs) in 54 blocks of 20 districts and subsequently, from Oct 2023, PCI will be providing Technical Assistance (TA) to scale-up the GTM in 1380 GPs in 64 blocks of 30 districts in Odisha.

For its current project activities’ monitoring at 61 GP (Gram-Panchayat), PCI has been using an external agency’s customized MIS data collection and dashboards system, which records about 200 cases per month. This MIS app has 11 data collection forms with several fields. All these forms are interlinked with each other for easy search/access of respective data. Along with this, there will be a monthly progress report format which has to be used by respective block/district officials coupled with interactive realtime dashboards.

Position Brief

The Consultant, under the guidance of the Head – Program Strategy and Consultant Digital Expert, will provide customized ICT solutions through digital platforms.

Key Responsibilities:

•Preparing customized software applications for all internal and external stakeholders to streamline and facilitate ICT systems.
•Identifying business rules, processes and implementations of database constraints, triggers, stored procedures, views etc. for web database backend.
•Preparing APIs as and when required for cross platform data integration
•Developing and managing database (Relational Data Base Management System) with robust architecture and inter-linkages for storing and managing data, collected for various components of concurrent monitoring.
•Ensure digitization of modules and Helpdesk Package (Compendium/ IEC/ Psychometric Analysis/ Facilitator Guide/ Group Career Counselling Sessions)
•Develop microsites, online MIS etc. as required which should be responsive for both web and mobile platforms.
•Developing and customizing dashboards and reports regularly on the basis of changing requirements and priorities.\

Qualifications and Experience:

Essential:
At least 4 years professional experience in web development on .Net platform with MVC Framework and SQL Server backend

Preferred:
• Experience in a similar profile for a large International NGO/ UN Organization
• Hands-on experience of implementing and managing innovative ICT solutions for Government Systems.
