Duration: Maximum 40  working days starting from July,2023 till  October  2023

Project Background:

Project Concern International (PCI), India under the aegis of Bill & Melinda Gates Foundation (BMGF) is extending Technical Assistance (TA) to Rural Development Department (RDD), Govt. of Bihar (GoB) to advance women’s economic empowerment through social and economic convergence. The focus of the support is to increase women’s participation in the state workforce by enabling convergence between the two largest poverty alleviation programmes implemented by the Department, i.e., the State Rural Livelihoods Mission (SRLM)-Bihar, Bihar Rural Livelihoods Promotion Society (BRLPS, commonly known as JEEViKA), and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).

The TA aims to improve women’s access to entitlements and facilitate safe and dignified avenues of economic empowerment as provided by the state, along with increasing women’s participation & agency, decision-making abilities, and control over resources.

BRLPS through social mobilization, financial inclusion, vulnerability reduction combined with the livelihoods enhancement and the sensitive and dedicated support structure put in place facilitates to strengthen the three-tier community federated structure covering approximately 1.35 cr. households through 1061832 Self-Help Groups (SHGs), 73464 Village Organizations (VOs) and 1619 Cluster Level Federations (CLFs) across 38 districts of Bihar. The CBOs promoted under JEEViKA have been mandated to aware and capacitate their members and facilitate access to entitlements.

Scope of work and expected outputs / deliverables:

  • PCI seeks to engage a suitable consultant to undertake the development of a comprehensive training module, reference materials, and a facilitator’s guide on MGNREGA. The work is to be done in close consultation with BRDS and JEEVIKA, which will be facilitated by PCI.
  • PCI is also considering to develop flipbook/s based on the training module to roll-out the trainings at the CBO level with the help of the illustrations, which are easy to understand, and convey information, transfer knowledge to the community.
  • The selected consultant/ vendor will be required to develop and design a Training Module, Flipbook with illustrations, Reference Materials, and Facilitator’s Guide on strengthening access to entitlements through JEEViKA promoted Community Based Organisations (CBOs i.e., CLFs & VOs) for training of CBOs/ SHG members/ JEEViKA Staff.

Intended purpose of the work is to engage SHG-CBOs (VOs & CLFs) in awareness creation and MGNREGS demand generation. Specifics under this may include-:

  1. Awareness, demand generation for effective participation of SHG women in Gram Panchayat and facilitation for access to various Govt. Entitlements.
  2. Promote labour group formation of SHG women.
  • Capacity building to mainstream gender and entitlements, convergence between PRI and CBOs for improved access to entitlements (including social security schemes).
  • Undertake desk research and review the documents and available training modules on strengthening access to entitlements for the community/ JEEViKA promoted CBOs esp. on MGNREGA, Gram Panchayat, GPDP, VPRP and Social Audits.
  • Carry out a stakeholder analysis based on secondary information available to clearly bring out roles and responsibilities of key people, players, and institutions (Panchayati Raj Institutions) in respect to the content of the modules for accessing various entitlements, MGNREGA, and others. The consultant is expected to prepare a stakeholder matrix based on secondary research.
  • Prepare a comprehensive training module, a facilitator guide, and a reference document, flipbook for training of JEEViKA promoted CBOs/ JEEViKA staff.

Based on above the final deliverable will be:

  • A stakeholders’ matrix. (In English and Hindi)
  • A Comprehensive training module with a 5-days curriculum. (In Hindi)
  • A Facilitator’s guide for trainers. (In Hindi)
    • The document should also focus and highlight the scope and areas for convergence between CBO & PRI.
  • A Flipbook for the JEEViKA promoted CBOs            (In Hindi)
  • A reference document (with ready reckoners) for JEEViKA promoted CBOs, JEEViKA & MGNREGA Staff with an information guide on MGNREGA and other Entitlements (social security schemes), formats, reports, processes, planning exercise, access to entitlements through JEEViKA promoted CBOs, Social Audits, VPRP & GPDP, Convergence between CBOs and PRI. (In Hindi & English)
    • The document should also focus and highlight the possible mechanisms for convergence between SHG & PRI.
  • Two formats: (A) For pre-training & post-training evaluation, (B) Impact assessment of training program and reference guide. (In Hindi and English)

Qualification and experience:

  • A post-graduate or equivalent qualification/ MBA, Rural management, Development Study, Humanities, or any other relevant discipline. ·
  • At least 5-7 years of prior work experience in the field of development sector and training. Demonstrated knowledge and experience in developing training modules/ curriculum, training materials etc.
  • Excellent writing and editing skills in Hindi and English.

PCI seeks to identify a suitable consultant or agency who fulfils the above stated criteria and have demonstrated ability to work in rural development sector and gender-based work to bring a wider perspective in developing the above stated collaterals.

While submitting the interest, the Applicant shall, in particular, ensure to attach the following:

  • Profile of the consultant highlighting relevant experience
  • Methodology and conceptual framework for achieving the expected deliverables of the assignment and timelines with person-days required.
  • Breakdown of costs towards professional fee and number of working days. The work schedule should be mutually agreed upon.

The consultant is expected to submit the interest in both in hard copy or electronically.
