About the Project – TA to RDD:
The project aims to improve women’s access to entitlements and safe and dignified employment by increasing participation for women in government programs, and, increase women’s agency and power to make and act on decisions and control resources. The key objectives of the program are to support the government in creating SHG-led Community-PRI-local administration platforms at the community level, and enable convergence between NRLM, PRI, and other line departments at block, district and state levels through a Public Policy-in-Action Approach. PCI is strategically placing nudge units at district and state levels to design and develop evidence-based contextualized strategies, drawing learning from the pan India efforts as well as from other initiatives, which can be operationalized through the Community-PRI-
LA framework, and support Rural Development Department (RDD) leadership to formulate relevant guidelines to enable operationalization of those strategies at grassroot level for the benefit of women
Position Description:
The Block Coordinator will be placed at the block level and will work closely with the block level staff and other professionals of the RDD, Bihar on day-to-day basis. S/he will work closely with the MGNREGA and JEEViKA officials at the block level to ensure effective convergence of the two programs to achieve the TA’s objectives. S/he will also provide supervision, guidance and mentoring of Community Resource Persons deployed by PCI for implementation of field activities. S/he will have to manage all the training interventions and MIS related activities. S/he will also support the District Officer in managing the timely implementation of activities. S/he will also engage with Block Administration Officials, Block Panchayati Raj Officer (BPROs), and other block level government officials to ensure regular convergence among various activities of different departments related to women economic empowerment.
Key roles and Responsibilities:
- Coordinate and liaise with the block government officials of RDD, DoPR, and Block Administration leadership for smooth implementation of project activities
- Support BPM-JEEViKA and BPO-MGNREGA to effectively implement key initiatives, mandated by the government, in line with the overall project objectives
- Facilitate block level review of various initiatives undertaken by the RDD and DoPR by the Block Administration leadership
- Analyze key program initiatives, data collected through various programs, and prepare slide decks for effective block level review of interventions
- Training, Handholding and Supportive Supervision of Community Resource Persons in smooth implementation of the interventions and facilitate required support from the block level
- Work closely with the block government officials to document evidence and develop learning documents for various initiatives undertaken for economic empowerment of women
- Have excellent communication and strong working relationship with the leadership and functionaries of different related Government departments (PRI, Health, Agriculture, Labour, ), and other key players at the block level
Qualifications
- Graduate in Social Sciences or any other recognized stream
- Bachelor’s degree in any recognized stream
Experience:
- 2-3 years of work experience in field implementation
- Experience of working in technical assistance projects with the government
- Experience of working with the government officials
- Experience of working with women community institutions (Self Help Groups)
- Understanding of rural development programs and schemes (MGNREGA, SRLM, )
- Understanding of the working of non-government organization
