About the Project:

Uttar Pradesh, India’s most populous state, plays a pivotal role in shaping the nation’s public health landscape. Despite significant strides in Full Immunization Coverage (FIC), district-wise disparities persist in childhood immunization coverage, particularly in urban areas and among various religious groups. To address this, PCI is partnering with UNICEF under the GAVI HSS 3.0 grant to reduce the number of zero-dose children through community engagement and social mobilization in 21 districts in Uttar Pradesh. The project targets the identification and mapping of 100% of zero-dose children, the training and engagement of 80% of community influencers, ensuring 90% attendance of caregivers at community mobilization activities, and orienting 80% of frontline workers on communication and counselling skills by December 31, 2026. PCI will support the government-run routine immunization program and help build a sustainable child immunization ecosystem through this partnership with UNICEF, especially in high-priority areas in the state.

 

PCI intends to hire an Assistant Program Manager to support the Program Manager in overseeing project implementation across 21 districts of Uttar Pradesh. The Assistant Program Manager will assist in the supervision and coordination of 21 District Coordinators and 3 Sub-District Coordinators, who in turn manage a field team comprising 183 Block Coordinators cum Cluster Coordinators and 53 Cluster Coordinators.

The Block Coordinator cum Cluster Coordinators, and Cluster Coordinators work closely with the Accredited Social Health Activists (ASHAs) at the community level. The Assistant Program Manager will provide overall leadership and day-to-day managerial oversight to ensure effective and timely implementation of the project on the ground.

 

The Assistant Project Coordinator (APC) will support the Program Manager in the effective implementation of the UNICEF-supported GAVI HSS 3.0 project across 21 priority districts of Uttar Pradesh. The role focuses on project coordination, field-level support, stakeholder engagement, and data-informed decision-making to reduce zero-dose children and strengthen Routine Immunization (RI) through community engagement and social mobilization. The APC will act as a key link between state and district teams, ensuring smooth execution of project activities in alignment with PCI India standards, UNICEF/GAVI requirements, and Government of Uttar Pradesh priorities.

Despite a significant increase in Routine immunization coverage in Uttar Pradesh, Zero-Dose children reflect that there are specific children and families left out in order to ensure full immunization; these children and families need to be mobilised and motivated for taking the routine vaccinations. The families of zero-dose children are scattered across the districts and blocks. Community mobilization plays an important role in identifying zero-dose and missed or left-out children, identifying reasons for not vaccinating children, convincing parents and caregivers to immunize their children, and finally ensuring complete immunization of children.

The Assistant Project Coordinator will be responsible for facilitating key program initiatives, including the implementation of program design, strategic planning, and coordination with the program team. The role will also support Routine Immunization (RI) data collection, analysis, and the use of evidence-based insights for effective program decision-making. The Assistant Program Manager will work closely with cross-functional teams at the PCI India state and country offices to ensure technical guidance, timely program updates, and accurate reporting.

Experience Required:

  • The candidate must have a Graduate/Postgraduate degree in Climate Studies, Renewable Energy, Rural Development, Social Sciences, Public Policy, Business Administration, or a related discipline.
  • Minimum five years of progressive experience in climate action, renewable energy, sustainability, or green livelihoods, with demonstrated leadership in program strategy and execution.
  • Proven ability to design, implement, and scale innovative models that connect climate resilience with inclusive economic development.
  • Strong track record of forging high-value partnerships with government departments, CSR leaders, private sector actors, and donor institutions.
  • Experience in policy engagement and convergence building, with demonstrated success in influencing agendas and aligning programs with state or national priorities.
  • Familiarity with the development and sustainability ecosystem in Bihar (Understanding of National Rural Livelihood Mission (NRLM)/ State Rural Livelihood Missions (SRLMs), rural development programs and community-based institutions such as SHGs, FPOs, or collectives is desirable.), and ability to leverage local insights into actionable strategies.
  • Demonstrated expertise in donor engagement, proposal development, and program positioning.
  • Excellent communication, negotiation, and representation skills, with the capacity to build trust, influence decision-makers, and represent the organization in high-level forums.
  • Prior exposure to donor-funded projects and knowledge of reporting protocols will be considered a plus.

Skill and Competencies:

  • Master’s degree in public health, Health Administration, Social Sciences, Social Work, Business Administration, or a related field.
  • Minimum 5–7 years of relevant experience in public health or social development programs, preferably in immunization or UNICEF-supported projects.
  • Experience coordinating large, multi-district field teams and working with government systems.
  • Strong analytical, coordination, reporting, and communication skills.
  • Familiarity with state and national health systems and policies.
  • Proficiency in local language(s) preferred.

About the Role:

The State Manager – Climate Action will anchor PCI India’s climate and sustainability initiatives in Bihar, with a focus on shaping innovative programs, building strategic partnerships, and aligning interventions with state and national climate priorities. Based in Patna, the role will serve as the organization’s lead interface with government, CSR leaders, and ecosystem partners, ensuring that programs are not only impactful on the ground but also scalable and sustainable. This position is ideal for professionals seeking to combine strategic thinking, policy engagement, and partnership-building with hands-on program leadership.

Specifically, the position will:

    1. Project Coordination and Implementation Support
    • Support the Program Manager in planning, coordinating, and monitoring project activities in line with approved work plans, budgets, and donor commitments.
    • Assist in the coordination and supportive supervision of District Coordinators.
    • Facilitate coordination across Block Coordinators and Cluster Coordinators through district and sub-district teams.
    • Support effective functioning of field operations and promote a positive, collaborative team environment.

    1. Strategic and Technical Support
    • Assist in operationalizing program strategies and action plans to identify, mobilize, and vaccinate zero-dose and missed children.
    • Support mapping and engagement of community influencers, community structures, SHGs, PRIs, and other local platforms.
    • Coordinate with State Rural Livelihood Mission (SRLM) and other stakeholders to strengthen SHG engagement for improving RI coverage.
    • Coordinate with District Coordinators and facilitate program implementation to ensure that all activities are carried out and reported in an effective, efficient, and transparent manner in 21 districts of UP.
    • Work with the PCI Communications team to support the development and dissemination of IEC/BCC materials and training modules.

     

    1. Field Monitoring and Quality Assurance
    • Conduct regular field visits to monitor progress, provide handholding support, and ensure quality implementation.
    • Track activities against work plans and flag risks, gaps, or delays to the Program Manager.
    • Support documentation of best practices, challenges, and lessons learned.

     

    1. Monitoring, Evaluation, and Reporting
    • Support RI data collection, compilation, validation, and analysis.
    • Assist in use of MEL/MLE tools for tracking outputs and outcomes.
    • Review monthly progress reports from District Coordinators and submit consolidated inputs.
    • Contribute to donor reports, proposals, presentations, and internal reviews.

     

    1. Coordination and Stakeholder Engagement
    • Support coordination with government departments, UNICEF, CSOs, and partner agencies.
    • Represent PCI India in meetings as delegated by the Program Manager and senior management.
    • Coordinate with internal support teams (People & Culture, Finance, Systems, Procurement) for smooth operations.
