Reporting: Senior Manager – People and Culture (Delhi) – (Functional Reporting ) and Sr. Director – Program (Bihar) -(Administrative Reporting)

Grade: D
Type: Regular
Qualification Required: Postgraduate.
Experience Required:
-
- Education: Master’s degree or PG Diploma in Human Resource Development/Management/Industrial Relations from a reputed university/institute.
- Work Experience: At least 5-7 years of progressively responsible HR experience, preferably within the non-profit or development sector.
- Legal Expertise: Must have proven experience with relevant local labor laws, policies, and procedures
Skill and Competencies:
- Must be adept at problem-solving, including identifying issues and resolving them in a timely manner
- Exceptional relationship building skills, including the ability to keep state staff motivated.
- Ability to effectively manage and mentor direct supervisees to achieve their objectives
- Sets and maintains high standards of performance and continuously looks for alternative methods to meet goals.
- Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities.
- Excellent written and verbal communication skills in English, with proficiency in local language(s) preferred.
- Must maintain confidentiality, use sound judgment, and perform independently.
- Demonstrate high standards of conduct and ethics, possess cultural and political awareness and sensitivity, and be consistent and fair.

About the Role (Including Team and Reporting):
This role will lead the operational execution of all P&C activities at the state level, ensuring compliance with organizational policy and local laws.
- People Strategy & Leadership Support
- Provide input and on-the-ground intelligence for developing the P&C strategy at the State level, ensuring alignment with organizational policy.
- Facilitate a workplace culture driven by PCI’s core values, working with the Sr. Director – Program (Bihar) to foster a cohesive and collaborative state team.
- Identify and address operational bottlenecks within State-level P&C systems and support the creation of effective, streamlined processes.
- Talent Acquisition & Contract Management
- Work closely with the Sr. Director – Program (Bihar) to execute the Human Resource Plan for the state, supporting the design of new structures and jobs as resource requirements evolve.
- Implement systems to attract and on-board suitable talent within the defined time-to-hire (TAT) and maintain a robust database of CVs for both employees and consultants.
- Ensure 100% compliance with the PCI India Hiring Process, finalize Appointment Letters in line with the compensation structure, and manage contracts for Independent Consultants.
- Identify and manage outsourcing agencies for third-party employment at the State level.
- Human Resource Information System (HRIS) & Documentation
- Maintain the smooth running of the HRIS database and filing systems at the State level.
- Ensure that all State-level personnel records (personal details, position, salary, training, etc.) are accurately maintained and accessible to the Head Office (HO) team.
- Ensure all updated job descriptions are in place and maintain current and historical records by designing a robust filing and retrieval system in accordance with standard policies and guidelines.
- Operations, Compliance & Payroll
- Ensure monthly payroll inputs (including allocation data through timesheets) are accurately collated and shared with HO in a timely manner for all State employees.
- Manage the complete employee lifecycle: induction, probation, confirmation, annual performance management process, learning & development initiatives, contract renewals, and separation formalities (Full & Final settlements).
- Conduct searches and complete compliances on Watchlist Elite and Annual Declarations.
- Support in developing reports and conducting mandatory trainings under POSH (Prevention of Sexual Harassment) compliances and timely escalate sensitive matters to HO.
- Employee Engagement & Service
- Act as the custodian for ensuring uniform application of P&C policies and practices to build trust across the State team.
- Work closely with all stakeholders, providing support and guidance on team management issues and employee relations.
- Enable a culture of continuous learning and development at the State Level.
- Organize events and activities to promote cross-functional team building and a greater sense of belongingness and pride in being a PCI employee.

Recruitment Process:
- Applications will be shortlisted based on the specified criteria mentioned in the Job Description.
- Shortlisted candidates will appear for a written assignment (if required).
- Group Discussions may be part of the interview process for certain positions.
- The process could also include presentation of the assignment.
- Shortlisted candidates will be invited to attend one or more rounds of panel interviews.
The complete process usually takes 2 to 3 weeks. Those moving to the final round of interviews will be hearing from the People & Culture team. We prefer in person meetings but in case of location distances, we are happy to meet you virtually.
