About the Position:

Qualification Required: Postgraduate degree in Adult Learning & Instructional Design (L&D) background with certification/ diplomas from international & national institutes with main degree in Education, Mass Communication, Social Work, or related fields
Experience Required:
- 5+ years of experience in learning content design, social behaviour change communication (SBCC), or training program design in the development sector.
- Demonstrated experience working with or managing content development/creative agencies — briefing, storyboard review, feedback cycles, and quality assurance.
- Sound understanding of adult learning principles and experience applying them in low-literacy, rural settings.
- Experience designing or overseeing content in multiple formats — short-form video/reels, animation, audio, gamified modules, app-based interactive content.
- Experience in training cascades involving government functionaries and community cadres (CRPs, SHG members, VO/CLF leaders) is strongly preferred.
- Familiarity with SRLM/NRLM ecosystems or rural livelihood programs is an advantage.
Skills and Attributes:
- Strong creative ideation able to assess whether content will genuinely engage a rural, low-literacy female audience, and articulate clearly why or why not.
- Working knowledge of instructional design frameworks and adult learning techniques (e.g. spaced repetition, gamification, storytelling, peer learning).
- Confident vendor management skills — briefing agencies, reviewing creative output, managing timelines, and ensuring budgets and deliverables stay on track.
- Excellent facilitation skills, with the ability to train and energise diverse audiences — from government officials to semi-literate SHG women.
- Ability to translate complex content (financial literacy, entitlements, digital safety) into simple, relatable, vernacular formats.
- Strong planning and coordination skills — able to run a content development pipeline and a field training calendar simultaneously.
- Excellent communication in English and Odia; knowledge of local dialects is an advantage.
- Comfort with mobile-first content formats, basic LMS platforms, and digital project management tools.
- Willingness to travel extensively within Odisha’s project districts and blocks.
Project Overview
PCI India is preparing to launch a large-scale women’s economic empowerment initiative in Odisha, designed to reach over one lakh women across three districts through a blend of digital literacy, livelihood support, and community-based mobilization. Built in close partnership with the state’s rural livelihoods ecosystem, the initiative will train a cadre of over 2,500 community resource persons and deploy a dedicated digital platform for this purpose.
The Role
PCI India is looking for an Assistant Manager – Capacity Building, – a role that sits at the intersection of adult learning, content design, instructional learning content/ audio-video-software applications and field training. You will anchor the creation of Project EmpowerHer’s entire learning experience: byte-sized, vernacular, game-like content on livelihoods, entitlements, digital safety, and financial literacy, built specifically for rural women with low digital and print literacy. You will brief, guide, and hold accountable a content development agency to produce content that doesn’t just inform but hooks. At the same time, you will design and run the training cascade that takes this content from the LMS into the hands of 2,500 Community Resource Persons (CRPs), who in turn carry it to 1,00,000 SHG women across 3 districts in Odisha.
Key Responsibilities:
- Learning Content Strategy & Design
- Define the content strategy and user experience vision for the EmpowerHer LMS, ensuring all content modules is engaging, immersive, and appropriate for rural women with low digital and print literacy.
- Apply adult learning principles to the design of every module, ensuring content is retained and acted upon, not just viewed.
- Design content journeys and learning pathways that build progressively — from basic digital literacy and safety to livelihoods skills, to financial and entitlement knowledge.
- Conduct user research and content testing with sample SHG women to validate formats, tone, language, and relatability before full-scale production.
- Content Agency Coordination & Quality Assurance
- Serve as PCI India’s primary anchor for the content development agency — developing creative briefs, reviewing scripts and storyboards, and providing structured feedback grounded in the realities of the target audience.
- Manage the content development pipeline end-to-end: briefing, review cycles, revisions, final approvals, and integration into the LMS.
- Ensure all content is technically optimized for low-bandwidth, offline-enabled delivery on entry-level Android devices.
- Coordinate with the Digital Systems team to ensure content formats are compatible with the EmpowerHer app and LMS architecture.
- Training Cascade Design & Delivery
- Design the end-to-end training cascade: PCI staff orientation → SRLM district officials orientation → Training of Community Mobilizers cum Trainers (CMTs) → CRP training → SHG women onboarding.
- Develop Training of Trainer (ToT) modules, CRP training curricula, SOPs, and job aids — ensuring these mirror the same engaging, low-literacy-friendly design principles as the LMS content itself.
- Plan and manage training calendars across the 3 project districts, coordinating closely with the Project Manager and SRLM officials.
- Lead the Training of Trainers for 10 Community Mobilizers cum Trainers, and oversee the cascade training of 2,500 CRPs across 250 Gram Panchayats.
- Field Adoption, Monitoring & Documentation
- Work with Community Mobilizers and District Coordinators to monitor how content is being received and used by CRPs and SHG women and feed this insight back into content iteration.
- Maintain a training and content-usage MIS, tracking module completion rates, CRP performance, and engagement patterns via the EmpowerHer dashboard.
- Document training and content case studies, best practices, and lessons learned to inform the project’s knowledge products and replication guidance.
- Submit monthly progress updates to the Project Manager covering both content development status and training cascade progress.

Recruitment Process

The complete process usually takes 2–3 weeks. Candidates moving to the final round will hear from the People & Culture team. In‑person meetings are preferred, but virtual meetings are conducted where distance is a constraint.
