Background

Project Concern International (PCI) is committed to supporting the Government of India’s efforts towards the elimination of Lymphatic Filariasis (LF). PCI works closely with State Health Departments to strengthen program implementation, social mobilization, and inter-departmental coordination overall leading to anti LF drug consumption by eligible population. To accelerate the LF elimination agenda and in line with the preparations for upcoming February 2026 Mass Drug Administration Campaigns, PCI proposes to hire District Mobilization Coordinators who will be placed at the district level to provide end-to-end support in planning, implementation, supervision, and monitoring of MDA-related activities.

Purpose of the Role

The District Mobilization Coordinator will be responsible for strengthening district- and block-level LF elimination activities through effective coordination with the Health Department and other line departments. The role will focus on planning, capacity building, social mobilization, stakeholder engagement, reporting, monitoring, and supportive supervision to ensure smooth execution of MDA rounds and related program components.

Key Roles & Responsibilities

  1. Capacity Building & Training
  • Build capacity of MSG supported social mobilization cadres and Social Mobilization Coordinators (if deployed) on technical, social mobilization and reporting aspects of the LF program.
  • Support district and blocks in organizing training sessions for Drug Administrators and related frontline workers.
  • Orientation of different line departments, supporting social mobilization for LF elimination.
  1. Planning & Coordination
  • Support districts and IUs in preparing macro plans, microplans, Drug Administrator training schedules, IEC dissemination plans, and drug administration strategies.
  • Coordinate with heads of key departments such as Education, PRI, SRLM, Civil Supplies, ICDS, and others for issuance of guidelines to support MDA social mobilization.
  • Ensure timely coordination with the Health Department for dissemination of guidelines to Drug Administrators prior to MDA days.
  1. Stakeholder Engagement & Partnership
  • Establish and strengthen linkages with district-level officials and platforms including District Program Manager (SRLM), District Education Officer, DPRO, District Community Mobiliser, and relevant CSOs/FBOs.
  • Organize orientations and meetings with key stakeholders before MDA rounds to ensure inter-departmental convergence and commitment.
  1. Implementation Support
  • Coordinate and follow up for timely availability and distribution of IEC materials at district and block levels.
  • Support in training of DAs and other workshops/reviews planned to be organized
  • Support in implementation of MSG provisions in district
  1. Monitoring & Supervision
  • Undertake supportive supervision visits to monitor preparedness and implementation of social mobilization and MDA activities.
  • Provide timely feedback to district officials and stakeholders to improve implementation quality.
  • Undertake monitoring, reporting, and supportive supervision during MDA days to ensure compliance and address field-level challenges.
  • Maintain and update daily Management Information System (MIS)/reporting formats as required.

 

Qualification and skills required:

  • Graduate/Postgraduate degree in Social Sciences, Public Health, Rural Development, or related field.
  • Minimum 3–5 years of relevant experience in program implementation, social mobilization, or public health projects.
  • Experience in coordination with government departments and stakeholders at district/block level.
  • Strong communication, facilitation, and documentation skills.
  • Willingness to travel extensively within the assigned district(s).
