About the Project: –
UPSRLM and the Department of Child Development have converged to support production and supply of supplementary food/Take Home Ration (THR) products for ICDS beneficiaries through Self-Help Groups (SHGs). The decentralized SHG-led THR manufacturing model is intended to strengthen accountability, improve quality and delivery systems, reduce leakage, create local employment and contribute to women’s economic empowerment. The programme is being implemented across 43 districts of Uttar Pradesh.
Key Roles & Responsibilities: –
- Day-to-Day Programme and Operational Support: Support the Senior Manager – THR and State Team in the day to-day coordination and implementation of THR programme activities. Track ongoing priorities, decisions, action points, deliverables and deadlines; follow up with concerned team members and stakeholders; identify pending issues and support timely resolution or escalation.
- Coordination with UPSRLM and Government Stakeholders: Support regular coordination with UPSRLM, DCNRLM, SMMU, DMMUs, district/block-level functionaries and other relevant government stakeholders. Assist in preparing agendas, meeting notes, action points, official communications and follow-up trackers. Ensure that agreed actions are communicated to relevant teams and monitored through closure.
- District and THR Unit Coordination: Support the Senior Manager – THR in coordination with districts and THR Manufacturing Units across the programme. Maintain district-wise and unit-wise trackers; coordinate information requests; follow up on operational, production, quality, procurement, inventory, financial, compliance and other programme issues; consolidate updates; and flag critical or recurring issues requiring management attention.
- Dry Ration Payment, Monitoring and IT Coordination: Support the end-to-end coordination and monitoring of the Dry Ration quarterly payment process across districts and THR programme stakeholders. Coordinate with district teams, relevant state-level functionaries and the state IT team to ensure timely processing, validation, tracking and resolution of payment-related issues. Maintain district-wise payment trackers, monitor payment status and pending cases, follow up on exceptions and discrepancies, support reconciliation and documentation, and prepare regular payment-status summaries for the Senior Manager – THR. Facilitate communication with the IT team on system-related issues, data corrections, access challenges, payment-status updates and other technical matters affecting timely payment processing.
- File Movement, Official Correspondence and Documentation: Support preparation, processing and movement of programme files, notes, letters, official communications, meeting records, approvals, briefs, presentations and other programme documents. Maintain systematic documentation and follow-up records so that correspondence and decisions are traceable and actioned in a timely manner.
- Data Management and Analysis: Collect, compile, clean, validate and analyse programme data received from districts, THR units and other sources. Maintain accurate databases, trackers, dashboards and MIS. Generate district wise, unit-wise and programme-level summaries; identify trends, gaps, outliers and performance issues; and provide concise analytical inputs to the Senior Manager and State Team.
- Programme Performance Monitoring: Support regular review of programme performance across THR units, including production and operational performance, quality and food safety, procurement and inventory, financial performance, compliance, workforce capacity and other agreed programme indicators. Highlight gaps and support preparation of action plans for improvement.
- Reporting to Senior Management: Prepare regular programme updates, dashboards, briefing notes, analytical summaries and management reports for the Senior Manager – THR and State Team. Ensure reports are accurate, timely, concise and supported by verified data.
- Donor and External Reporting Support: Support preparation of donor reports, progress updates, presentations, data tables, indicator narratives, success stories and other documentation required for donor and partner reporting. Coordinate with relevant team members to obtain evidence, validate information and ensure consistency across reports.
- Meeting and Review Support: Support planning and coordination of state, district and programme review meetings, including preparation of agendas, presentations, background notes and data packs; record minutes and action points; circulate decisions; and maintain follow-up trackers until closure.
- Field Visit and Follow-up Support: Support planning and documentation of field visits and monitoring visits by the Senior Manager, State Team and other relevant stakeholders. Consolidate field observations, prepare action trackers and follow up with concerned teams on agreed corrective actions.
- Any Other Programme Support: Undertake other programme, coordination, analytical, documentation, reporting or operational responsibilities assigned by the Senior Manager – THR or State Team that are aligned with the objectives of the THR programme.
Key Deliverables:
- Updated district-wise and THR unit-wise programme trackers and databases.
- District-wise Dry Ration quarterly payment tracker, payment-status monitoring, reconciliation and pending-case follow-up records.
- Timely consolidation and analysis of production, operational, quality, procurement, inventory, financial and other agreed programme data.
- Regular programme dashboards, MIS updates, analytical summaries and management briefs.
- Prepared and systematically tracked official letters, notes, files, meeting documents, action points and follow-up communications.
- Minutes of meetings, decision/action trackers and timely follow-up reports.
- Monitoring and evaluation trackers, field-monitoring documentation and corrective-action follow-up.
- Periodic programme progress reports for Senior Management and the State Team.
- Timely support to donor reports, partner reports, presentations and programme updates.
- Case studies, success stories, learning briefs and documentation of good practices and innovations.
- Documentation and coordination support for the THR Centre of Excellence and immersion-learning activities.
- District/unit-level issue and risk tracker with escalation of critical matters.
- Training, workshop, review-meeting and exposure-visit documentation.
- Well-organised electronic and physical programme records to support audit, review, reporting and institutional memory.
Qualification and Experience
- Master’s degree in Management, Business Administration, Rural Development, Development Management, Social Sciences, Public Policy, Nutrition/Food & Nutrition, Agribusiness or a related field.
- Typically 2–5 years of relevant professional experience in programme coordination, development programmes, rural livelihoods, social enterprise, nutrition, government technical assistance, monitoring and reporting or a related field.
- Experience of working with government programmes, State Rural Livelihood Missions (SRLMs), district-level programme structures or SHG-based programmes will be an advantage.
- Experience in data management, analysis, MIS, monitoring and evaluation, documentation, report writing and preparation of presentations is strongly preferred.
- Experience in donor reporting, case studies, success stories and knowledge-management products will be an advantage.
- Working knowledge of Hindi is essential; strong written and spoken English is preferred.
- Proficiency in MS Office, particularly Excel, Word and PowerPoint; familiarity with dashboards, MIS or digital data systems is desirable. Experience with payment tracking, MIS-based workflows or government digital systems will be an advantage.
