Qualification Required: Post-graduate degree or diploma in Social Work, Gender Studies, Development Studies, Public Health, Rural Development, or a related discipline in social development, human rights, or women’s empowerment.
Experience Required:
- Minimum 2–3 years of experience in handling projects on gender justice, GBV prevention and response, women’s protection, or social sector program management.
- Prior experience with government institutions such as OSCs, shelter homes, DLSA, or health systems is strongly preferred.
Skills and Attributes:
- Sound knowledge of gender-based violence and survivor-centred, multi sectoral GBV response systems in India.
- Familiarity with Mission Shakti structures, including OSCs and Shakti Sadans.
- Strong project coordination skills with the ability to manage multiple workstreams simultaneously.
- Proficiency in MS Office (Word, Excel, PowerPoint); experience with MIS or data trackers is an advantage.
- Excellent written and spoken English and Hindi; knowledge of a regional language is a plus.
- Ability to engage effectively with diverse government, civil society, and community stakeholders.
- Willingness to travel across project states (estimated 30–40% travel).
- High attention to detail and ability to meet deadlines in a fast-paced environment.
Project Overview
One Stop Centres (OSCs), established under Mission Shakti (Govt. of India), provide comprehensive, integrated support to women affected by violence bringing together medical assistance, legal aid, police facilitation, psychosocial counselling, and temporary shelter under one roof. Shakti Sadans, women’s shelter homes under the same mission, offer short- and long-term residential support alongside skills development and economic empowerment pathways. The Shakti Saarthi: Strengthening systems for multi sectoral response to Gender-Based Violence (GBV), through model one-stop centers and women’s shelter homes project, implemented by PCI India with support from UNFPA, strengthens the institutional and technical capacities of OSCs in selected states.
The project delivers a focused technical assistance package aimed at:
- Improved service quality and survivor experience, including disability-inclusive infrastructure and safer, confidential spaces.
- Strengthened multi-sectoral coordination and referral pathways across police, health (including MHPSS), legal aid, and social protection systems.
- Institutionalized capacity for survivor-centred GBV case management through Training of Trainers and facility-level mentoring.
- Robust monitoring, evaluation, and learning (MEL), including a costed model site framework to inform national scale-up.
- Functional economic empowerment pathways for Shakti Sadan residents, linking skills, livelihoods, and exit planning to local market opportunities.
The Role

- Support the Gender Lead in oversight of the project workplan, tracking milestones, activities, and budget utilization.
- Coordinate logistics for all activities stakeholder meetings, capacity-building workshops, follow-up visits, and community outreach including scheduling, venue, travel, and documentation.
- Liaise with OSC Administrators, Shakti Sadan in charges, District Magistrates, CMOs, SPs, and DLSA representatives to facilitate smooth rollout of project activities.
- Support onboarding and day-to-day management of technical agencies and consultants, ensuring deliverables are received on time and meet quality standards.
- Coordinate with PCI’s finance, grants, and operations teams to ensure compliance with PCI and UNFPA procurement and financial management policies.
- Maintain a real-time project tracker covering activity status, expenditure, travel schedules, and stakeholder engagement.

- Provide end-to-end logistical support for capacity-building sessions in collaboration with the identified agency by UNFPA at OSCs and Shakti Sadans, including venue arrangements, participant mobilization, material distribution, and attendance records.
- Track implementation of project activities and ensure post-training learnings.
- Roll out the outreach and media plan developed by UNFPA adapted to the local context.
- Coordination regarding the development of IEC material, translation, printing, and installation at all OSC sites.
- Facilitate community outreach meetings with stakeholders, including Panchayat representatives, SHG members, ASHAs, AWWs, and other frontline workers, to ensure effective dissemination of program information and sustained community engagement.

- Ensure smooth onboarding and coordination with the identified agencies to work on aspects of the project such as training capacity-building, infrastructure Upgradation for disability inclusion & quality of care, and designing of economic pathways design in Shakti Sadans.

- Prepare monthly activity progress updates and lead compilation of interim and final project reports, consolidating inputs from all workstreams, agencies, and states.
- Maintain a comprehensive documentation system which is meeting notes, field visit reports, attendance records, photographs, case studies, and other knowledge products.
- Prepare presentations, briefing notes, and donor-facing updates for review meetings and UNFPA engagements.
- Stakeholder Engagement & Partnership Management
- Support the Gender Lead in managing relationships with government counterparts, UNFPA, and district-level officials across six states.
- Facilitate inter departmental coordination across WCD, police, health, and legal aid institutions to strengthen convergence at district level.
- Serve as the primary contact for ongoing communication with OSC and Shakti Sadan administrators between field visits, and support organization of review and learning events.
- Donor Management & Compliance
- Ensure all activities are implemented in accordance with UNFPA guidelines, PCI policies, and statutory requirements.
- Maintain a grants compliance tracker; flag procurement, financial, or programmatic deviations to the Gender Lead and Grant Officer promptly.

Recruitment Process
- Applications will be shortlisted based on the criteria mentioned in the job description.

- Shortlisted candidates will be invited for one or more rounds of panel interviews.
The complete process usually takes 2–3 weeks. Candidates moving to the final round will hear from the People & Culture team. In‑person meetings are preferred, but virtual meetings are conducted where distance is a constraint.
