Qualification Required: Postgraduate degree in Management, Development Studies, Social Work or related fields

Experience Required:

  • 7+ years of experience in managing development sector projects, preferably in livelihoods, women’s empowerment, or digital inclusion, working with State Rural Livelihood Mission (SRLM) or Mission Shakti in Odisha.
  • Demonstrated experience in government partnership management, particularly with State Rural Livelihood Missions (SRLMs) or similar government bodies.
  • Proven track record in project cycle management — planning, execution, monitoring, and high-quality donor reporting.
  • Experience managing multi-disciplinary field teams across geographically dispersed, low-connectivity locations.
  • Familiarity with digital literacy or technology-enabled livelihoods is a strong advantage.

Skills and Attributes:

  • Strong leadership and team management — ability to motivate, supervise, and course-correct a diverse field team.
  • Excellent government liaison skills with comfort engaging district collectors, SRLM officials, and department heads.
  • Proficiency in project planning tools, MIS systems, milestone tracking, and grant reporting frameworks.
  • Strong analytical mindset — able to read dashboard data, identify adoption gaps, and drive evidence-based decisions.
  • Excellent written and oral communication in English; Excellent presentation skills; working proficiency in Odia strongly preferred.
  • Comfort with digital tools: MS Office, Google Workspace, mobile-based MIS platforms.
  • High tolerance for ambiguity, field complexity, and multi-stakeholder coordination.

Project Overview

PCI India is preparing to launch a large-scale women’s economic empowerment initiative in Odisha, designed to reach over one lakh women across three districts through a blend of digital literacy, livelihood support, and community-based mobilization. Built in close partnership with the state’s rural livelihoods ecosystem, the initiative will train a cadre of over 2,500 community resource persons and deploy a dedicated digital platform for this purpose.

The Role

As Project Manager, you will lead the on-ground delivery of one of India’s most ambitious women’s digital inclusion initiatives, to help 1,00,000+ rural SHG women in Odisha access livelihood opportunities and government entitlements. The project spans 3 districts, 20 blocks, and 500 Gram Panchayats, and will be implemented in deep partnership with the government departments.

This is not a desk job. You will be the connective tissue between a committed field team, a complex government ecosystem, and a donor relationship that demands both rigour and results. You will manage a sizeable grant, lead a multi-disciplinary team, and be accountable for one of PCI India’s highest-visibility projects.

Key Responsibilities:

  • Project Implementation & Operational Management
    • Own end-to-end delivery of Empower Her.
    • Develop and maintain project work plans, activity calendars, and milestone trackers aligned to the project, with clear accountability at every level.
    • Oversee Empower Her adoption across all user layers
    • Ensure timely delivery of all milestones with strong supporting evidence, including training attendance, app screenshots, MIS reports, and evaluation outputs.
  • Stakeholder & Government Partnership Management
    • Be the face of PCI India with government stakeholders. Build and sustain relationships with state and district officials to ensure institutional co-ownership.
    • Drive the formalization of MoUs with relevant departments.
    • Represent PCI India in state and district review meetings, coordination forums, and government planning sessions.
  • Team Leadership & Performance Management
    • Directly supervise the Training & Capacity Building Manager, M&E Officer, 3 District Coordinators, and 10 Community Mobilizers — a team of 15 across 3 districts.
    • Conduct structured performance reviews, field supervision visits, and regular team reflection sessions.
    • Identify skill gaps and create learning opportunities to strengthen the team’s technical and adaptive capacity.
  • Monitoring & Reporting
    • Ensure the EmpowerHer dashboard is live, accurate, and actively used for decision-making by CRPs, govt. officials, and the PCI team.
    • Prepare and submit high-quality quarterly progress reports and milestone evidence packages.
    • Facilitate rapid assessments, pilot reviews, and mid-course corrections with support from the M&E Officer and PCI Research.
    • Coordinate evaluations, including any third-party evaluation commissioned by the donor.

Recruitment Process

The complete process usually takes 2–3 weeks. Candidates moving to the final round will hear from the People & Culture team. In‑person meetings are preferred, but virtual meetings are conducted where distance is a constraint.
