Qualification Required: Graduate degree in Statistics, Social Research, Development Studies, Economics, or related fields

Experience Required:

  • 3+ years of experience in monitoring and evaluation in the development sector.
  • Hands-on experience with digital data collection tools such as ODK, KoBoToolbox, SurveyCTO, or similar platforms.
  • Experience in quantitative and qualitative data collection, cleaning, analysis, and visualization.
  • Familiarity with MIS systems, dashboards, and real-time data management platforms.
  • Experience with digital inclusion, livelihood, or gender-focused programs is preferred.

Skills and Attributes:

  • Proficiency in data analysis tools: MS Excel (advanced), STATA, SPSS, or R.
  • Strong skills in dashboard maintenance, data visualization, and report writing.
  • Ability to design and administer mixed-method research instruments (surveys, FGDs, KIIs).
  • Knowledge of beneficiary-level data management principles, including data privacy and the Digital Personal Data Protection.
  • Strong attention to detail, accuracy, and data quality assurance.
  • Good communication skills in English and Odia.

Project Overview

PCI India is preparing to launch a large-scale women’s economic empowerment initiative in Odisha, designed to reach over one lakh women across three districts through a blend of digital literacy, livelihood support, and community-based mobilization. Built in close partnership with the state’s rural livelihoods ecosystem, the initiative will train a cadre of over 2,500 community resource persons and deploy a dedicated digital platform for this purpose.

The Role

PCI India is seeking a detail-oriented, data-driven professional for the position of Monitoring & Evaluation (M&E) Officer. This role is responsible for establishing and operationalizing the M&E framework for the EmpowerHer project – tracking progress against Key Performance Indicators (KPIs), managing the project MIS, supporting baseline and endline evaluations, and generating insights for adaptive project management. The M&E Officer will work closely with the EmpowerHer real-time dashboard, field data collection tools, and PCI’s internal MIS platform to ensure evidence-based program implementation.

Key Responsibilities:

  • M&E Framework & System Setup
    • Establish the project M&E framework, including indicator definitions, data collection methods, frequency, and responsible parties for all 5 mandatory and custom KPIs.
    • Set up and maintain the project MIS in coordination with the EmpowerHer technology team, ensuring it captures all required indicators including: # of SHG women onboarded, active users (frequency & time spent), beneficiaries linked to livelihoods/entitlements, digital transactions undertaken, and GBV cases registered.
    • Develop data collection instruments (questionnaires, observation checklists, FGD guides) for concurrent monitoring and periodic assessments.
  • Data Collection, Management & Analysis
    • Coordinate day-to-day data entry, validation, and quality checks from the EmpowerHer app dashboard and field-level MIS inputs.
    • Conduct regular field visits for spot checks, data verification, and concurrent monitoring across project blocks and Gram Panchayats.
    • Collect and manage for all KPIs, ensuring accuracy of projections vs. actuals tracking across project period.
    • Clean, validate, and analyze data using statistical tools (Excel, STATA, SPSS) and prepare data summaries for project reviews.
    • Maintain the project’s quarterly KPI tracker, updating projection vs. actual columns on a rolling basis.
  • Evaluations & Assessments
    • Coordinate the baseline study (Q2), midline review, and endline evaluation (Q6) in close collaboration with PCI Research and any third-party evaluation agency appointed by Reliance Foundation.
    • Support sampling design, field logistics, enumerator training, and data quality assurance for all evaluation activities.
    • Facilitate rapid assessments and pilot review processes, generating findings to inform course corrections.
    • Compile and document lessons learned, case studies, and best practices for knowledge management.
  • Reporting & Knowledge Management
    • Prepare the M&E sections of quarterly and milestone progress reports.
    • Maintain the EmpowerHer real-time dashboard as a live monitoring tool for CRPs, SRLM officials, and PCI staff.
    • Support the development of the final project report’s evidence base and impact documentation.

Recruitment Process
