About the Project

PCI India, with support from multiple donors, is providing technical assistance to Uttar Pradesh State Rural Livelihood Mission (UPSRLM) and Department of Rural Development, Government of Uttar Pradesh, through technical support initiatives focused on women’s livelihood enhancement, enterprise development, and decentralized renewable energy solutions.

Under this initiative, PCI India is supporting deployment of decentralized renewable energy (DRE) interventions including solarization of women-led enterprises and Take Home Ration (THR) production units. The program aims to improve productivity, reduce operational expenditure, enhance sustainability, and strengthen women-led livelihood enterprises through clean energy adoption.

The consultant shall provide technical support for planning, procurement, implementation, supervision, quality assurance, monitoring, and documentation of renewable energy interventions under the project.

Roles and Responsibilities: –

  • Support procurement team in preparation and finalization of bidding documents for renewable energy interventions.
  • Undertake technical review and financial evaluation of vendor proposals for solar and DRE projects.
  • Coordinate with vendors for supply, installation, and commissioning of solar systems at project locations.
  • Supervise installation of rooftop solar plants and ensure compliance with technical specifications and safety standards.
  • Conduct field visits for technical inspection, monitoring, troubleshooting, and implementation support at project sites.
  • Ensure quality control and final acceptance testing of installed solar systems.
  • Prepare Detailed Project Reports (DPR), technical specifications, concept notes, and implementation documents.
  • Monitor system performance through Remote Monitoring Systems (RMS) and analyse performance data.
  • Prepare presentations, monitoring dashboards, technical reports, and documentation for donor/government reporting.
  • Support technical capacity building activities for stakeholders and field teams.
  • Coordinate with UPSRLM, government officials, vendors, and project stakeholders for smooth implementation.
  • Document key project achievements, lessons learned, implementation challenges, and technical observations.
  • Provide technical input for expansion and diversification of DRE interventions for livelihood enterprises.
  • Undertake any additional technical assignment as assigned by supervisor.

Key Deliverables:

1 Month 1 • Conduct field visits to assigned THR units undergoing solarization. • Monitor vendor installation work including module mounting structure, panel installation, inverter installation, battery placement, wiring, earthing and safety compliance. • Verify material quality and adherence to technical specifications approved under project. • Submit site inspection report with observations, issues identified and corrective actions required from vendor.
2 Month 2 • Conduct regular monitoring visits to solarized THR units and supervise ongoing vendor work. • Ensure timely rectification of technical issues observed during installation and commissioning stage. • Verify system commissioning, generation performance and operational readiness of installed systems. • Submit monthly monitoring report covering vendor performance, installation quality and operational status of sites.
3 Month 3 • Monitor operational performance of installed solar systems across assigned THR units. • Verify AMC compliance and ensure vendor is addressing maintenance/service requirements at operational sites. • Inspect functioning of inverter, batteries, panels, RMS, protection systems and overall plant performance. • Submit final field monitoring report with system status, pending issues, vendor performance assessment and recommendations for long term operation & maintenance.

Experience Required

  • BE/BTech in Electrical Engineering / Mechanical Engineering / Renewable Energy / Solar and Alternate Energy.
  • Minimum 5 years of relevant experience in renewable energy, climate change, or decentralized renewable energy sector.
  • Experience in rooftop solar implementation, technical supervision, and vendor coordination.
  • Experience in solar assessment, DPR preparation, technical documentation, and quality assurance.
  • Understanding of government schemes and renewable energy programs, particularly in rural development sector.
  • Strong working knowledge of MS Excel, MS PowerPoint, reporting, and data analysis.
  • Good communication, coordination, documentation, and stakeholder management skills.
  • Willingness to undertake extensive field visits for project monitoring and implementation support.
