About the Project

The National Center for Vector Borne Diseases Control (NCVBDC) is the program for prevention & control of these vector borne diseases as an integral part of the National Health Mission (NHM) of India. The NCVBDC envisages a self-sustained and well informed, healthy India free from vector borne diseases with equitable access to quality health care services nearest to their residences.

Under the Intensified Malaria Elimination Project – Phase III (IMEP-3) Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) project NCVBDC has partnered with PCI India as the NGO SR for supporting National Program Management Unit (NPMU) and IEC/BCC and SBCC activities. (i) The NPMU will be a team of technical experts in the areas of malaria control, training and capacity building, monitoring and evaluation, enhanced monitoring and smooth implementation of IHIP, SBCC, and information and technology, and finance, (ii) Strengthening of IEC/BCC /SBCC activities. IEC/ SBCC campaign would play a vital role for community awareness, involvement & participation. The NGO SR will develop need-based State strategies & plans, with local innovations to reach all relevant groups through most appropriate channels, materials and tailored activities to address local needs in line with the local culture. Newer technology will be tapped into with extensive multimedia approach with specific messaging and interventions to reach out to target populations, including virtual platforms, to achieve malaria elimination and sustain thereafter. Innovative interventions, besides advocacy with all concerned stakeholders, would include developing mass campaigns to address different aspects of malaria prevention, control and elimination.

About the Position

National Consultant-M&E

Location- NCVBDC-Delhi

Purpose: To support NCVBDC for effective implementation of GFATM supported Intensified Malaria Elimination Project (IMEP-3) in various States at different levels (National/ State/ District/ Sub-district). The position, based at NCVBDC, would play a critical role in evidence-based decision making at various levels to bring efficiency and effectiveness in the Programme and in bridging the gaps between planning and implementation.

Job Responsibilities:

• To monitor the malaria epidemiological situation in the States/ UTs/ Districts and support/ supervise various components of programme planning and implementation (including programme implementation plans of States and Districts).
• To develop comprehensive monitoring & evaluation plan (including data collection tools, reporting formats, log frame, matrix for monitoring and evaluations etc.) and to ensure its implementation in an effective and participatory manner in the States/ UTs.
• To supervise and monitor HR at various levels, analyze their monthly activity reports and provide feedbacks to them.
• To plan, develop and implement methodology for mid-term/ end-term evaluation of the Project at various levels, and the Programme as a whole, including tools, test instruments, explicit indicators for supportive supervision & monitoring of the Project/ Programme.
• To work in close collaboration with NCVBDC Officers/ other Consultants at National level and other public & private stakeholders at various levels to ensure quality implementation of the Project/ Programme.
• To assist in the implementation of HMIS, to review its status from time to time and to contribute in preparation and submission of guidelines and information products in relation to overall M&E/MIS.
• To review the monthly/ quarterly/ annual reports received from States/ Districts, based on agreed targets and progress made along with dashboard related programme indicators.
• To ensure consolidation and dissemination of approved annual work plans to State/district VBDCPs and prepare timely progress reports based on results framework.
• To provide timely updates to NCVBDC in terms of problems faced/issues identified at State/ District level and actions needed/ taken.
• To develop operational plan for strengthening entomological surveillance and response in collaboration with National/ State Consultants-Entomology.
• To keep liaison with the Integrated Disease Surveillance Programme (IDSP), Integrated Health Information Platform (IHIP) and other National health programmes on implementation of strategies on surveillance, monitoring & evaluation etc.
• To facilitate epidemic preparedness in the States/ UTs/ Districts for tackling malaria and other VBD outbreaks and ensure rapid response thereto.
• To support NCVBDC and States/ Districts in execution & documentation of strategies for addressing important issues such as cross border malaria, drug & insecticide resistance, asymptomatic malaria, standard treatment guidelines, malaria elimination certification process etc.
• To undertake field visits in States/ UTs/ Districts (atleast10 days a month) to analyze the situation, assess implementation, finding gaps and take corrective actions accordingly, in a manner that maximizes coverage of health facilities/ villages and effective utilization of resources.
• To undertake training/ capacity building of NCVBDC & other healthcare staff at National, State, District and Sub-district levels, online as well as in-person.
• To participate in planning and organization of review meetings at National and Sub-national levels.
• To undertake any other task assigned by the Reporting authority.

Qualifications and Experience

Skills

• Strong expertise in the domain of surveillance, field epidemiology, outbreak response, VBD control.
• Computer proficiency with commonly used softwares/ packages like MS Word, Excel, Power Point & Web surfing.
• Knowledge and proficiency in statistical software packages such as SPSS, Epi Info etc.
• Excellent communication (oral and written) and presentation skills, analytical and interpersonal abilities.
• Demonstrated ability to work in a multi-disciplinary team environment.

Nature of appointment:

The appointment will be on contract basis initially for one year and thereafter extendable annually (or specified period) on the basis of performance appraisal (to be assessed for work output, personal attributes, functional competency etc.)

Reporting will be to Nodal Officer, GFATM under the overall supervision of Director, NCVBDC

Age: Upper age limit is 45 years and ready to travel extensively.

Rescission: Either party can terminate the contract by giving one month’s notice in writing

राष्ट्रीय वेक्टर जनित रोग नियंत्रण केंद्र (NCVBDC), स्वास्थ्य सेवा महानिदेशालय (Dte. GHS), स्वास्थ्य एवं परिवार कल्याण मंत्रालय (MoHFW), भारत सरकार के अधीन कार्यरत है। यह राष्ट्रीय वेक्टर जनित रोग नियंत्रण कार्यक्रम (NVBDCP) का संचालन करता है, जिसका उद्देश्य मलेरिया, जापानी इंसेफेलाइटिस, डेंगू, चिकनगुनिया, कालाजार एवं लिम्फेटिक फाइलेरियासिस जैसे वेक्टर जनित रोगों की रोकथाम एवं नियंत्रण करना है। इनमें से मलेरिया, लिम्फेटिक फाइलेरियासिस तथा कालाजार को उन्मूलन के लक्ष्य के रूप में निर्धारित किया गया है।

ग्लोबल फंड टू फाइट एड्स, ट्यूबरकुलोसिस एंड मलेरिया (GFATM) के अनुदान चक्र 7 (2024–27) के अंतर्गत समर्थित तीव्र मलेरिया उन्मूलन परियोजना-3 (IMEP-3) के तहत, राष्ट्रीय स्तर पर एचआर और एसबीसीसी गतिविधियों के लिए एनजीओ-एसआर का चयन एक बजटित गतिविधि है, जिसके लिए पीसीआई इंडिया को एनजीओ-एसआर के रूप में चयनित किया गया है।

• एनपीएमयू मलेरिया नियंत्रण, प्रशिक्षण एवं क्षमता निर्माण, निगरानी एवं मूल्यांकन, उन्नत निगरानी और IHIP के सुचारू कार्यान्वयन, एसबीसीसी, सूचना एवं प्रौद्योगिकी तथा वित्त के क्षेत्रों में तकनीकी विशेषज्ञों की एक टीम होगी।

• आईईसी(IEC)/बीसीसी(BCC)/एसबीसीसी (SBCC) गतिविधियों को सुदृढ़ करना, आईईसी/एसबीसीसी अभियान सामुदायिक जागरूकता, सहभागिता एवं भागीदारी के लिए महत्वपूर्ण भूमिका निभाएगा। एनजीओ-एसआर स्थानीय संस्कृति के अनुरूप स्थानीय आवश्यकताओं को संबोधित करने हेतु सबसे उपयुक्त माध्यमों, सामग्रियों और अनुकूलित गतिविधियों के माध्यम से सभी संबंधित समूहों तक पहुँचने के लिए आवश्यकता-आधारित राज्य रणनीतियाँ एवं योजनाएँ विकसित करेगा। मलेरिया उन्मूलन प्राप्त करने और उसके बाद उसे बनाए रखने के लिए लक्षित आबादी तक पहुँचने हेतु, जिसमें वर्चुअल प्लेटफॉर्म भी शामिल हैं, विशिष्ट संदेशों और हस्तक्षेपों के साथ व्यापक मल्टीमीडिया दृष्टिकोण के माध्यम से नवीन प्रौद्योगिकी का उपयोग किया जाएगा। नवाचारी हस्तक्षेपों में, सभी संबंधित हितधारकों के साथ वकालत के अतिरिक्त, मलेरिया की रोकथाम, नियंत्रण और उन्मूलन के विभिन्न पहलुओं को संबोधित करने हेतु जन-अभियानों का विकास शामिल होगा।

उद्देश्य: GFATM द्वारा समर्थित तीव्र मलेरिया उन्मूलन परियोजना (IMEP-3) के प्रभावी कार्यान्वयन हेतु विभिन्न राज्यों में विभिन्न स्तरों (राष्ट्रीय/राज्य/जिला/उप-जिला) पर NCVBDC को समर्थन प्रदान करना। यह पद, जो NCVBDC में आधारित होगा, कार्यक्रम में दक्षता और प्रभावशीलता लाने तथा योजना और कार्यान्वयन के बीच अंतर को पाटने के लिए विभिन्न स्तरों पर साक्ष्य-आधारित निर्णय-निर्माण में महत्वपूर्ण भूमिका निभाएगा।

कार्य दायित्व:

• राज्यों/केंद्रशासित प्रदेशों/जिलों में मलेरिया की महामारी स्थिति की निगरानी करना और कार्यक्रम योजना एवं कार्यान्वयन के विभिन्न घटकों (राज्य एवं जिला कार्यक्रम कार्यान्वयन योजनाओं सहित) का सहयोग /पर्यवेक्षण करना।
• राज्यों/केंद्रशासित प्रदेशों में एक समग्र निगरानी एवं मूल्यांकन योजना (जिसमें डेटा संग्रह फॉर्मैट, रिपोर्टिंग प्रारूप, लॉग फ्रेम, निगरानी एवं मूल्यांकन हेतु मैट्रिक्स आदि शामिल हैं) विकसित करना और इसके प्रभावी एवं सहभागी क्रियान्वयन को सुनिश्चित करना।
• विभिन्न स्तरों पर मानव संसाधन का पर्यवेक्षण एवं निगरानी करना, उनकी मासिक गतिविधि रिपोर्टों का विश्लेषण करना और उन्हें फीडबैक प्रदान करना।
• परियोजना के विभिन्न स्तरों पर तथा समग्र कार्यक्रम के लिए मध्यावधि/अंतिम अवधि मूल्यांकन हेतु कार्यप्रणाली की योजना बनाना और कार्यान्वित करना, जिसमें टूल्स, परीक्षण साधन, सहायक पर्यवेक्षण एवं निगरानी के लिए स्पष्ट संकेतक शामिल हों।
• परियोजना/कार्यक्रम के गुणवत्तापूर्ण कार्यान्वयन को सुनिश्चित करने हेतु राष्ट्रीय स्तर पर NCVBDC अधिकारियों/अन्य परामर्शदाताओं तथा विभिन्न स्तरों पर सार्वजनिक एवं निजी हितधारकों के साथ सहयोग में कार्य करना।
• HMIS के कार्यान्वयन में सहयोग करना, समय-समय पर इसकी स्थिति की समीक्षा करना तथा समग्र M&E/MIS से संबंधित दिशानिर्देशों और जानकारी की तैयारी एवं प्रस्तुति में योगदान देना।
• राज्यों/जिलों से प्राप्त मासिक/त्रैमासिक/वार्षिक रिपोर्टों की समीक्षा करना, सहमत लक्ष्यों और प्रगति के आधार पर, साथ ही डैशबोर्ड से संबंधित कार्यक्रम संकेतकों की समीक्षा करना।
• स्वीकृत वार्षिक कार्य योजनाओं का राज्य/जिला VBDCPs को समेकन एवं प्रसार सुनिश्चित करना और परिणाम फ्रैम्वर्क के आधार पर समय पर प्रगति रिपोर्ट तैयार करना।
• राज्य/जिला स्तर पर सामने आई समस्याओं/पहचाने गए मुद्दों तथा आवश्यक कार्रवाइयों के संबंध में NCVBDC को समय पर अद्यतन जानकारी प्रदान करना।
• राष्ट्रीय/राज्य परामर्शदाता-कीट विज्ञान (Entomology) के सहयोग से कीट विज्ञान निगरानी एवं प्रतिक्रिया को सुदृढ़ करने हेतु परिचालन योजना विकसित करना।
• निगरानी प्रणाली एवं मूल्यांकन आदि पर रणनीतियों के कार्यान्वयन के लिए एकीकृत रोग निगरानी कार्यक्रम (IDSP), एकीकृत स्वास्थ्य सूचना मंच (IHIP) और अन्य राष्ट्रीय स्वास्थ्य कार्यक्रमों के साथ समन्वय बनाए रखना।
• राज्यों/केंद्रशासित प्रदेशों/जिलों में मलेरिया और अन्य VBD प्रकोपों से निपटने हेतु महामारी तैयारी को सुगम बनाना और त्वरित प्रतिक्रिया सुनिश्चित करना।
• अंतर-सीमावर्ती मलेरिया, दवा एवं कीटनाशक प्रतिरोध, बिना लक्षण वाला मलेरिया, मानक उपचार दिशानिर्देश, मलेरिया उन्मूलन प्रमाणन प्रक्रिया आदि जैसे महत्वपूर्ण मुद्दों को संबोधित करने हेतु रणनीतियों के निष्पादन एवं दस्तावेजीकरण में NCVBDC और राज्यों/जिलों को सहयोग करना।
• प्रति माह कम से कम 10 दिनों के लिए राज्यों/केंद्रशासित प्रदेशों/जिलों में फील्ड विज़िट करना ताकि स्थिति का विश्लेषण, कार्यान्वयन का आकलन, कमियों का पता करना ताकि सुधारात्मक कार्रवाई की जा सके, जिससे स्वास्थ्य सुविधाओं/गांवों की अधिकतम पहुँच और संसाधनों का प्रभावी उपयोग सुनिश्चित हो।
• राष्ट्रीय, राज्य, जिला एवं उप-जिला स्तर पर NCVBDC एवं अन्य स्वास्थ्यकर्मियों का ऑनलाइन तथा प्रत्यक्ष रूप से प्रशिक्षण/क्षमता निर्माण करना।
• राष्ट्रीय एवं उप-राष्ट्रीय स्तर पर समीक्षा बैठकों की योजना एवं आयोजन में भाग लेना।

नियुक्ति का स्वरूप:

नियुक्ति प्रारंभ में एक वर्ष के लिए अनुबंध आधार पर होगी और उसके पश्चात प्रदर्शन मूल्यांकन (कार्य निष्पादन, व्यक्तिगत गुण, कार्यात्मक दक्षता आदि के आधार पर) के अनुसार वार्षिक रूप से (या निर्दिष्ट अवधि के लिए) बढ़ाई जा सकती है।

रिपोर्टिंग:
रिपोर्टिंग GFATM के नोडल अधिकारी को होगी, जिसके तहत NCVBDC के निदेशक की समग्र निगरानी में कार्य किया जाएगा।

आयु सीमा: अधिकतम 45 वर्ष और व्यापक रूप से यात्रा के लिए तैयार होना चाहिए।

समाप्ति: कोई भी पक्ष लिखित रूप में एक माह का नोटिस देकर अनुबंध समाप्त कर सकता है।
