Background

Self-Help Group (SHG)-led models have demonstrated scalable, community-owned approaches for integrating Food, Nutrition, Health and WASH (FNHW) interventions, while addressing emerging preventive health priorities such as obesity, non-communicable diseases (NCDs), mental health and substance abuse etc. Further efforts are required to strengthen demonstration sites, establish digital monitoring systems, and enhance convergence with line ministries for long-term sustainability. PCI India is supporting this transition through structured technical assistance to DAY-NRLM to embed these interventions within NRLM/SRLM systems and institutionalize FNHW integration.

As part of this effort, the project will implement Immersion Site Innovation/Demonstration initiatives across selected SRLMs, focusing on thematic areas such as mental health, obesity, and substance abuse, while strengthening ongoing interventions at the immersion sites. To support implementation, operational planning, monitoring, and documentation, consultants will be engaged at the district/block level to work closely with SRLM leadership and field teams to facilitate program rollout and capture learnings for replication and scale-up.

  1. Objective

To support effective implementation of Immersion Site Innovation/Demonstration initiatives at the block level through coordination with SRLM and field stakeholders. The consultant will facilitate operational planning, monitoring, and integration of thematic interventions within existing SRLM platforms. The role will also support documentation of processes and learnings for replication and scale-up.

  1. Scope of Work

The consultant will be responsible to:

  • Support engagement with FNHW State Lead/SRLM leadership and facilitate coordination for selection and operationalization of the immersion site block.
  • Liaison with project team, SRLM stakeholders for execution of immersion site innovation/demonstration
  • Assist in orientation/capacity building of relevant stakeholders/SRLM field teams on innovation pilot project objectives, thematic interventions, and implementation frameworks.
  • Develop and support execution of the block-level operational plan, including intervention activities, timelines, SBCC and community engagement strategies, and integration with existing SRLM initiatives.
  • Facilitate implementation of thematic interventions (psychosocial wellbeing-mental health/obesity across all age groups/alcohol & substance abuse).
  • Strengthen ongoing FNHW-related activities at the immersion sites as per standard guidance and state operational strategy.
  • Support establishment and use of monitoring and reporting systems and track progress using relevant MIS platforms.
  • Coordinate regular review meetings with SRLM officials/cadres and pilot project teams, document progress, challenges, and feedback, and support adaptive improvements in implementation.
  • Maintain systematic documentation of processes, innovations, and lessons learned to support knowledge sharing, replication, and scale-up.
  • Any other task assigned by supervisor.
  1. Deliverables
  • Development of immersion sites in identified districts as per standard guidance note.
  • Implementation Support Reports documenting progress of thematic interventions (psychosocial wellbeing-mental health/obesity across all age groups/alcohol & substance abuse) and coordination with SRLM stakeholders.
  • Monitoring & Data Reporting through regular updates using MIS/digital monitoring systems on agreed indicators.
  • Quarterly Progress Briefs summarizing achievements, challenges, and course corrections.
  • Documentation Note on Immersion Site Demonstration capturing processes, innovations, and key learnings to inform replication and scale-up.
  1. Duration and Timeline
  • The engagement is expected to span over nine months subject to possibility of extension.
  • Specific timelines for deliverables will be finalized in consultation with the project team.
  1. Eligibility and Qualifications
  • Master’s degree in public health, Social Work, Rural Development, Nutrition, or a related field.
  • Minimum 3–5 years of experience in program implementation, preferably in community health, nutrition, or livelihoods programs with government systems (NRLM/SRLM preferred).
  • Experience in field coordination, stakeholder engagement, monitoring and reporting, and familiarity with MIS/digital data systems.
  • Understanding of SHG platforms, community institutions, and convergence with government programs will be an advantage.
  • Willingness to be based at the district/block level and undertake regular field travel.
  1. Payment Terms
  • Payment will be made based on submission of monthly work plan and activity report submitted and approved by the PCI team
  • Rate of payment: As per the quotations shared.
  • Payment milestones: monthly
  • Applicable taxes will be deducted at source as per Indian tax laws
  1. Confidentiality Clause

The consultant shall not, without prior written approval, disclose any part of the content or materials developed under this assignment to any third party or use it for personal/professional purposes unrelated to the project.

  1. Termination Clause

The contract may be terminated by either party with a written notice citing valid reasons such as non-performance, breach of confidentiality, or mutual agreement.
