• Qualification required: Postgraduate degree/diploma in Rural Management, Instructional Design, Learning & Development, Social Sciences, or related field. Certification in Instructional Design, e-learning development tools (e.g., Articulate, Captivate, Moodle, Storyline, etc.) will be an advantage
• Experience required:
a) Minimum 3–5 years of experience in training module drafting and development, instructional design, and content creation in English and Hindi.
b) Proven experience in drafting and designing digital learning content and onboarding modules onto LMS platforms.
c) Experience in stakeholder management and working with government programs, large-scale capacity building initiatives, or development sector projects.
d) Prior experience in competency-based learning design or rural livelihoods programs will be preferred.
• Skills and Attributes:
a) Strong instructional design skills with hands-on experience in e-learning tools.
b) Excellent content writing, editing, and visualization skills in both English and Hindi.
c) Proficiency in blended learning methodologies, adult learning principles, and training evaluation frameworks.

Position Description:
The Learning & Development Associate will be responsible for drafting, developing and delivering domain competency-based learning modules (in English and Hindi) for JEEViKA’s workforce across all levels. This includes instructional design, content development, e-learning module content creation, and onboarding of these modules onto JEEViKA’s LMS/COMPASS platform. The position requires strong expertise in instructional design, stakeholder engagement, and blended learning approaches to ensure capacity building initiatives directly support the goals of GO-HRM.
Key Responsibilities:
a. Instructional Design & Content Development:
1. Design and develop competency-based training modules (classroom, virtual, and e-learning) aligned with GO-HRM competency frameworks.
2. Develop high-quality training content (manuals, guides, presentations learning modules) in English/Hindi.
3. Apply instructional design models to create structured, outcome-oriented learning products.
4. Create interactive and engaging e-learning content suitable for integration with JEEViKA’s LMS/COMPASS platform.
5. Ensure inclusivity, relevance, and contextual adaptation of all learning content to rural livelihoods and government program settings.
b. Capacity Building & Implementation:
1. Support the roll-out of competency-based capacity development programs across different levels of JEEViKA staff.
2. Work closely with external content development agencies, trainers, and subject matter experts to ensure high-quality deliverables.
3. Coordinate pilot testing, feedback collection, and refinement of training content.
4. Assist in building an ecosystem of trainers, master trainers, and facilitators capable of developing & delivering modules effectively.
c. Stakeholder Engagement & Coordination:
1. Collaborate with JEEViKA officials, PCI team members, and partner agencies to align training content with GO-HRM objectives.
2. Support consultative workshops, review meetings, and stakeholder briefings on training progress and outcomes.
3. Ensure timely communication and knowledge sharing across all partners involved in the L&D component of GO-HRM.
d. Monitoring, Evaluation & Quality Assurance:
1. Establish mechanisms to evaluate the effectiveness of training programs and e-modules.
2. Track adoption and usage of modules on LMS/COMPASS and recommend improvements.
3. Document lessons learned, good practices, and case studies for knowledge dissemination.

About the Project
Mission Karmayogi – the National Programme for Civil Services Capacity Building (NPCSCB), is designed to enhance and establish efficient governance through civil service capacity building. The aim of the Government is to prepare the Indian civil service for the future by ensuring that officials have the tools to be more innovative, professional, enabling and transparent.
Many initiatives are being taken under NPCSCB to create a competent civil service cadre that is rooted in Indian ethos, possesses a shared understanding of India’s priorities and works harmoniously for effective and efficient public service delivery. Mission Karmayogi has been operationalised through the iGOT (Integrated Government Online Training) Karmayogi platform.
The Framework of Roles, Activities and Competencies (FRAC) shapes the guiding principle comprising the mapping of three constructs (roles, activities and competencies, supported by knowledge resources) for each individual position within all government ministries, departments and organisations (MDOs) at the national, state and local level. Ensuring last-mile excellence is a key component of the capacity building initiatives envisioned under NPCSCB.
With large-scale development programmes like National Rural Livelihoods Mission (NRLM) being implemented by the Government, capacity building of the front-line workers and the facilitators engaged for delivering schemes and services assumes significance in the context of the goals of Mission Karmayogi. JEEViKA, India’s largest state level women’s socio-economic empowerment program, working directly with over 10 million (1 crore) families in rural Bihar has defined its vision 2030 for improving service delivery and ensuring meaningful livelihoods. A key part of this vision is the enhancement of JEEViKA’s organizational capacities.
To enable and support the attainment of the vision, a Goal Oriented Human Resource Management (GO-HRM) system is envisaged to be operationalised within JEEViKA with the support of external HR & technical agencies. A goal-oriented human resource management system will allow department to link their goals with well-defined targets for teams and individuals, map competencies required to fulfill these targets, and link capacity to performance management.
To support this effort, PCI under its systems strengthening strategies is extending technical support to JEEViKA in operationalising the entire process of ‘Goal oriented human resource management’. The individual hired for the position of Associate – Learning & development, with responsibilities and qualifications as described in this job description, will support PCI’s work as part of this initiative.
The official will play a pivotal role in drafting, developing, and integrating high-quality training content, modules, and e-learning solutions aligned to JEEViKA’s competency framework under GO-HRM.
