Background:

In January 2021 Patna Municipal Corporation entered into a Co-financing agreement with UNFPA to implement the collaborative project “Sustainable and inclusive urbanization in Patna; Promoting safe, Healthy and inclusive models for slum development”.

PCI India has been working in India since 1998. We drive interventions to transform the lives of communities at scale by solving complex social issues – partnering with governments, private sectors, and development organizations. As a Technical Assistance provider to state and national governments, PCI provides strategic support to the governments on both policy and implementation matters.

With support from PMC, UNFPA through its implementing partner has implemented the project in 50 slums of PMC area. There are majorly 5 key components of the project- (a)Slum Development (b) Capacity building of Elected Representatives on gender and rights-based slum development (c) Capacity building of sanitation worker, sanitation inspector on Health, safety and leadership etc. (d) Building social capital in the slums (youth and women collective) to exercise their agency(e) An initiative to reduce human scavenging by introducing mechanized cleaning.

One of the major components of the project aims to train 1,500 frontline workers—including sanitation workers, supervisors, drivers, helpers, and mobilizers—on critical issues. Training will cover health topics such as Sexual and Reproductive Health and Rights (SRHR), family planning, social issues including gender-based violence, and harmful practices like child marriage. Additionally, it will address workplace safety and constitutional rights to enhance their ability to work effectively in a supportive environment.

PCI seeks to engage an experienced trainer to deliver training to 1,500 frontline workers of the PMC. The training will aim to improve capacity on:

Health – especially on reproductive Health and Rights, Safety rights of workers.

Prevention of Sexual Harassment at workplace – specifically focusing on workplace safety from a gender perspective, addressing issues faced by sanitation workers on field.

Orientation on Social issues– Such as Gender based Violence, PCPNDT, Child Marriage

The field staff of Patna Municipal Corporation (PMC) including sanitation workers, supervisors, drivers, helpers, and mobilizers are essential to maintaining the city’s cleanliness and hygiene. Predominantly drawn from slum communities, these individuals play a crucial role in keeping PMC’s wards and circles sanitation. These key personnel are integral to PMC’s operations and require ongoing training to enhance their skills and efficiency. Training should cover sanitation and hygiene practices, social issues like domestic and gender-based violence, harmful practices such as child marriage, and effective communication strategies for raising awareness in urban slums.

An agency is already engaged for the training on waste management issue. Through this RFP PCI is willing to engage an individual trainer for the training of PMC workers on SRH and social issues like domestic and gender-based violence, harmful practices such as child marriage etc.

A one -day structured training of these key frontline workers team at the sector level needs to be taken up to build their skills. The training would cover important issues as mentioned below-

  1. Health – Including reproductive Health and Rights), Safety rights of workers
  2. Prevention of Sexual Harassment at work place- Specifically focusing on work place safety from a gender perspective, addressing issues faced by sanitation workers on field.
  3. Orientation on Social issues- Such as Gender based Violence, PCPNDT, Child Marriage

The training will utilize various methods, including Participatory Rural Appraisal (PRA), to enhance the skills of PMC staff—supervisors, drivers, helpers, and mobilizers—both in technical aspects and social behavior change and communication (SBCC).

The trainer will be responsible for development of the training module, PPT and other tools as per need. She/he will also prepare and submit a detailed training report to PCI after the training is completed.

The trainer will primarily be responsible for conducting training, submitting high quality training reports, capturing the off take and the benefits of the training session, and identifying gaps at each level to bring in better coordination between frontline worker and PMC to enhance their professional experience. Further, the trainer will regularly take inputs from PCI, UNFPA and officials of PMC to deliver quality training. The trainer will have the following duties and responsibilities:

  • Closely coordinate with UNFPA, PMC and PCI for the training process (Training design, content, and execution) and reporting.
  • Prepare training module, PPT and other tools as per requirements.
  • Conduct high quality training sessions.
  • Submit a final consolidated training report with data and photograph within 10 days of the training.

Key Roles and Responsibilities:

  1. Conduct 38 batches of 1-day training workshops for 45 trainees per batch.
  2. Daily reporting of the training in terms of no of participants attending the training which includes daily attendance sheet of the participants.
  3. Provide batch wise one pager brief report with few pictures (total 38 reports softcopies to be submitted through email).
